AN ORDINANCE AMENDING ORDINANCE NO. 25 -1988 OF THE CITY OF VAN BUREN
ESTABLISHING A UTILITY ASSISTANCE PROGRAM
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY
OF VAN BUREN, ARKANSAS, THAT:
SECTION 1: There is hereby established a Utility Assistance program, hereinafter
referred to as "the program
SECTION 2: The program is available to those utility customers of Van Buren
Municipal Utilities Department who are natural persons and who use utility services for
residential purposes solely.
SECTION 3: The following eligibility requirements must be met, in addition to the
requirements in Section 2 above, in order to participate in the program:
A. The applicant's city utility bill must be in his/her legal name.
B. Applicant's income must solely exist from either Social Security or a Pension
Fund or not exceed $15,000.00 annually. Verification of income may be required.
SECTION 4: Customers who have been approved to participate in the program who
move from one address to another must apply for continued participation in the program prior to
moving to the new address. Each application for continued participation shall meet all
requirements established in Sections 2 and 3. All customers wishing to receive continuing
assistance must be re- qualified on a yearly basis, as directed by the Municipal Utility
Department. The forms for application shall be approved in advance by the Van Buren Municipal
Utility Department. The Van Buren Municipal Utility Department Superintendent or his
designated agent shall confirm or reject all such determinations of eligibility for the program.
SECTION 5: Any person whose eligibility for the program is denied shall be notified in
writing. Such customers shall have a period often (10) days to request in writing further viewing
before the Utilities Commission. At such time the customer shall be entitled to present any
desired information regarding the eligibility question.

SECTION 6: The rates for residential service for customers participating in the program
shall be fifty percent (50 of the residential rates which would otherwise be paid by such
