BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION TO AUTHORIZE FUNDS FOR VAN
BUREN MUNICIPAL UTILITIES BALDWIN STREET
IMPROVEMENT PROJECT, IN THE CITY OF VAN
BUREN,ARKANSAS.
WHEREAS, the'Van Buren Municipal Utilities Commission is requesting funds in the amount
of $300,000 to match funding for their Baldwin Street Improvement project
(Exhibit A); and
WHEREAS, these funds will provide for the service of the public health and safety of area
residents as well as help provide increased fire protection.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF VAN BUREN,ARKANSAS,THAT:
SECTION 1: The Mayor and City Clerk are authorized to pay to Van Buren Municipal Utilities
$300,000 for the Baldwin Street Improvement project.
IN WITNESS WHEREOF, the Cityof Van Buren, Arkansas, by its .City Council, did pass,
approve, and adopt,by a vote of 6 for and Q against,the foregoing Resolution at its regular meeting
held on the 27'day of February 2023.

Re: Baldwin Street Emergency Water Une Replacement
Mayor,
As previously discussed via telephone and a Memorandum dated September 15,2022:
We have been experiencing multiple water line breaks on the City of Van Buren Public Water
System six(6)inch main line on Baldwin Street between North 20th Street and North 24th
Street, causing water outages for the area residents.
The City of Van Buren Municipal Utilities(VBMU)Commission authorized the emergency
replacement of the line under our existing'On-Call Contract". As of January 31, 2023,the water
line replacement, including the water line, all service lines, valves,fire hydrants, related
appurtenances, property restoration,and street repairs and overlay have been completed.
Also as previously discussed,the existing water line is in Baldwin Street. During the design
phase VBMU and our consultant engineer investigated the possibility of relocating the new line
out of the street, after much review it was determined that due to the Van Buren School
Districts future plans for the football field area north of Baldwin Street and the limited space
South of Baldwin Street that relocation outside of the street is not feasible. The original plans
included asphalt repairs where the street would be excavated to install the new line and
services, and did not include a complete overlay of the street.After review and discussion,due
to the location of the water line replacement,the overlay of Baldwin Street was added to the
project scope.
Total project expense was$647,281. The City of Van Buren Municipal Utilities is requesting
$300,O00 from the City's ARPA funds. VBMU believes this would be an excellent use of
matching funds utilizing a portion of the ARPA funds and a portion of VBMU Capital
Improvement funds and will provide for the service of the public health and safety of area
residents as well as help provide increased fire protection for the area residents and the football
field facilities. Please let me know if you need further information.

well as fire protection; the safe collection., treatment, and
reclamation of sanitary wastewater; and the environmentally safe
and efficient collection and disposal/reclamation of residential solid
waste and recycables.
