NOVEMBER 2022 REGULAR MINUTES OF THE VAN BUREN,ARICANSAS CITY COUNCIL MEETING NOVEMBER 28,2022 The City Council of the City of Van Buren,Arkansas met at 5:30 p.m.Monday,November 28,2022 at the Van Buren Municipal Complex. The meeting was called to order by Mayor Hurst. On roll call,the following Council members answered as their names were called: Council Member Bell, Dodson, Gifford, Kneeland,Petry and Wood, absent was City Attorney Jacob Howell. City Cleric Phyllis Thomas was present. This made a total of six(6)present. A quorum was declared. The invocation was given by our Council Member Jim Petty. Council Member Jinn Petry then led the Pledge of Allegiance. The Cleric read the Resolution in its entirety. Mayor Hurst asked if there was anyone from Payless Taxi. Keith Empsall spoke about how they started the business in Fayetteville in 2017 and then expanded into Fort Smith in 2020. He noticed a need in the Van Buren area. Payless Taxi has a very strict background check,drug screening and driving test, and will provide a good business with only qualified people. Mayor Hurst asked if there was any discussion. Motion was made by Council Member Petty, seconded by Council Member Kneeland moved that the Resolution be adopted, On the Clerk's calling the roll,the following vote resulted: Ayes—Council Member Kneeland,Petty, Wood,Bell,Dodson, and Gifford. Nays—None. They asked what the policy is on the books that are being ordered and displayed in the library. They attended the Library Board Meeting on Tuesday,November 81 . They found out that the Book Distributor decides what is to be ordered for the library. There are books being displayed in the ch ildren's section of a sexual nature. They are ash i ig for there to be a policy to protect the children. As of now the Director of the Library is not protected by any type of policy. They are not looking to get any books removed from the library or to get anyone fired. They are seeking protection for our children. Mrs.Debbie Atkins continued discussion addressing the library's display of books. Mr. Benny Atkins continued discussion regarding the library's display of books and would like the City Council to do something about it. Mayor Hurst wanted to clarify that the Van Buren City Council is not the over the library,it is city owned and county ran. Jim Petty thanked the city for his opportunity to serve the city for S years and he will continue serving the citizens.
