ORDINANCE NO 2022
BE IT ENACTED BY THE CITY COUNCIL,FOR THE CITY OF VAN BUREN,ARKANSAS
AN ORDINANCE TO BE ENTITLED:
AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND
AUTHORIZE A CONTRACY FOR,AND PURCHASE OF, SWIFT
SHIELD PRO V2.1 VESTS FROM US DEFENSE GROUP, INC.,
(USDGI); FOR THE APPROPRIATION OF FUNDS;
DECLARING AN EMERGENCY;AND FOR OTHER PURPOSES.
WHEREAS, the City of Van Buren is in need of certain police equipment for the safety of life and
protection of property in the City of Van Buren;and
WHEREAS, after extensive research and inquiry, the City of Van Buren Police Chief has determined
that the purchase of this equipment from US Defense Group, Inc., (USDGI), being the
sole source, would be the most practical, feasible, and cost-effective method for the
department;and
WHEREAS, the City Council has determined,pursuant to A.C.A. § 14-58-303(b)(2)(B),that
exceptional circumstances exist which render the competitive bidding process impractical
and unfeasible.
NOW,THEREFORE,BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF
THE CITY OF VAN BUREN,ARKANSAS,THAT:
SECTION l: The Police Department of the City of Van Buren, Arkansas, has an immediate need to
purchase Swift Shield Pro V2.1 Vests from US Defense Group, Inc., (USDGI), for the
total sum of$33,165.00
SECTION 2: Pursuant to A.C.A. § 14-58-303(b)(2)(B),the City Council hereby waives the requirement
of competitive bidding and directs the Mayor to purchase the above described equipment
for the price set forth in Section 1 above.
SECTION 3: Due to the immediate need to best serve, protect, and preserve the public health, safety,
and welfare of the citizens of the City of Van Buren, an emergency is declared to exist
and this ordinance shall take effect from and after its passage and approval.
SECTION 4: The Mayor and City Clerk are hereby authorized by the City Council for the City of Van
Buren to execute all documents,contracts,and agreements necessary to effectuate this
Ordinance.
IN WITNESS WHEREOF,the City of Van Buren,Arkansas,by its City Council,did pass,
approve, and adopt,by a vote of for and against,the foregoing Ordinance at its regular meeting
held on the 28'day of November 2022.

FROM: Chief Jamie Hammond.,
SUBJECT: Ballistic Shield Purchase
DATE: November 16,2022
To better equip our officers and to help keep the students and staff in our schools safer,I am
requesting the purchase of eleven portable,ballistic shields that will be stored at the.schools in our
school district.
!. The policy of the Van Buren,Police Department is that when at least two officers arrive at an active
shooter incident,the two officers will immediately enter the building and stop the person(s)from
i shooting or otherwise causing injury to bystanders.To increase the chances of our officers being
able to effectively enter school buildings and ending a shooting threat,the Van Buren School
# District has purchased and will soon be installing a metal locker at each school campus.Inside each
locker will be a tactical breaching tool,also purchased by the school district,along with a trauma
first aid kit,and if approved,a ballistic shield.
Currently,if an active shooter event occurs at one of our schools,and a door is locked or otherwise
blocked,preventing responding officers from entering the school to provide emergency assistance,
the officers will have no way of gaining entry.Once the equipped lockers are installed,responding
officers will be trained to retrieve the breaching tool prior to going inside the school during an
emergency response.The tools will be equipped with a sling,enabling an officer to tactically carry it
while still having their hands free to provide emergency assistance.
The breaching tool has been tested by outside agencies as well as officers in our department and
are unequivocally the best tool available for breaching doors that are otherwise locked and
impenetrable.You've probably seen incidents when lives have been lost when law enforcement
wasn't able to gain access to a threat,and we think being armed with these tools will give us a more
favorable chance to get inside a locked classroom to stop someone who may be causing harm to
others.
Unlike the ballistic vests,or"bulletproof vests"our officers wear daily while on duty,the portable
shields we'd like to purchase are much bigger in surface area and are designed to be carried by an
officer and provide an added layer of protection during an active shooting event.These shields can
also provide ballistic protection for officers who are otherwise not wearing a vest but will respond
to an emergency event.For example,I do not wear a ballistic vest during my day-to-day duties,but I
would respond to an active shooting event.By having immediate access to a ballistic shield,my
chances of being able to end a shooting threat prior to being immobilized myself are greatly
increased.
TO Senle and Protect
Like the breaching tools,we've researched different options of shields and have concluded that the
I. ones we would like to purchase are the most effective for our application.The shields are rigid,yet
foldable,enabling them to be easily secured inside the locker,while at the same time also being an
effective way to quickly provide ballistic protection to our officers during an active shooter event.
Unlike a cheaper,pliable shield,these rigid shields can also be slid across a school floor to a student
or staff member to provide them protection,if needed.
Although the lockers at the schools will be locked,under camera surveillance and appear to be a
plain,red,metal box,they will be mounted on an exterior wall near the main entrance,so I
' respectfully ask that their existence and contents not be divulged or promoted.

proposed shields.
