HISTORIC DISTRICT COMMISSION MINUTES
November 10, 2022
1. Call to Order/Roll Call. The Van Buren Historic District Comm ssion held its monthly meet ng on Thursday,
November 10, 2022, at 5:30 p.m. in the Courtroom of the Municipal Complex. Commission members present: Chairman Vickie
Davis, Vice -Chairman Derald Porter, Paul Gibson, Cathy Gifford, Andy Knox, and Commission Secretary Jennifer Willoughby.
Commissioner Lindsay Dodson was absent. Also in attendance: Larry Breeden of VBI Properties, 409 Main Street,
2. Approval of Minutes from October 13, 2022. A motion was made by Commissioner Paul Gibson and seconded by
Commissioner Derald Porter to approve the minutes. The motion was approved unanimously.
3. COA #7-2022�09 Main —Larry Breeden/VBI Properties. Larry Breeden submitted a COA to paint the exterior
south and rear cement block walls at 409 Main Street; as well as change out the old overhead garage door with a double -paned
glass window. The proposed paint color for the exterior is Warren Tavern off the Historic Colors of America color chart. A
motion was made by Commissioner Paul Gibson and seconded by Commissioner Derald Porter that nothing in the proposed
design affects the adjacent downtown buildings. A motion to approve the paint color (10.8 Color) was made by Commissioner
Cathy Gifford and seconded by Commissioner Derald Porter. The motions were approved unanimously.
4. New/Old-Business.
a. Fairview Cemetery: AHPP-FY24 HPRG LOI (Letter of Intent) Submitted by Randy Smith on behalf of
the City of Van Buren. Brief discussion to let Commission know that Mr. Smith is volunteering his time and
expertise to apply for a grant to repair the historic headstones at Fairview Cemetery.
b. Discussion: AHPP-2023-2024 CLG Application
i. Update Design Guidelines. The Commission stated that they would like to update the guideline
--- - — information -about building materials,--led-lights, and murals.---These-are-just-a-few-examples;-the
Commission is still in the process of brain -storming necessary updates.
5. Adjourn. A motion to adjourn was
made by Commissioner
Paul Gibson and seconded by Commissioner
Andy Knox.
The motion was approved unanimously.
