The Van Buren Planning Commission held its monthly meeting on Tuesday, October 4, 2022, at 5:30 P.M. The meeting was held at the Municipal Complex in the City Council Chambers, 2. Roll Call. The following Commissioners were present: Chairman Andy Dibble, Chairman e- Chairman Philip Bagby, Mark Evans, Missy Hefner, Jason Myers, Mason Shirey, and Nathan Wilson. City staff present were Planning Director Wally Bailey, City Inspector David Martin, Secretary Jennifer Willoughby, and City Attorney Jacob Howell. Commissioners Tiffany Webster and Jay White were absent. Present for Agenda Item #4: Larry Gordon and Britt Brooks of Van Buren First Assembly of God Church. Present for Agenda Items #5: Ricky Hill of Satterfield Land Surveyors representing Jeff Frost of Frost Oil, 3. Approval Of Minutes Exom September 6, 2022. A motion to approve was made. by Vice -Chairman Philip Bagby and seconded by Commissioner Nathan Wilson. The motion was approved unanimously. 4. Conditional Use Permit #5-2022-1014 Fayetteville Rd—KidSpace/Van Buren First Assembly Of God Church; Request For Daycare Expansion In J. A motion to approve was made by Vice -Chairman Philip Bagby and seconded by Commissioner Mark Evans. The motion was approved unanimously. After discussion, the Commission approved the motion with the condition that the final building location must be approved by the Fixe Marshal. 5. Crawford County Industrial Park II Tracts 5A. 513, & 5C—Preliminary Plat Review —Satterfield Land Surveyors. A motion to approve Was made by Commissioner Mark Evans and seconded by Commissioner Mason Shirey. The motion was approved unanimously. This plat has been submitted as a tract split of the existing Tracts 5 and 6. Land lying between property owners is being purchased by the property owners for the purpose of access. Most of the property lies within the floodway. 6. Public Hearing To Discuss Adoption Of 2020 National Electric Code And Amendments To The Local Electric Code. A motion to recommend to City Council was made by Commissioner Nathan Wilson and seconded by Vice -Chairman Philip Bagby. The motion was approved unanimously. 1of2 Commissioners Nathan Wilson and Jason Myers asked that the wording for the local electric code requirement for residential wiring under paragraph 1. be clarified to read: All residences shall have a minimum 200-ampere service installed during new construction, upgrades or repair that involve or requite an electrical service upgrade. 7. Public Hearing On Annual Sidewalk Program Amendment. A motion to recommend to City Council was made by Vice -Chairman Philip Bagby and seconded by Commissioner Mark Evans. The motion was approved unanimously. The recommendation is to complete the 2021 Annual Sidewalk Program requests as well as adding sidewalks along Kibler Road, South 40th Street from Old Rouw Road to Kibler Road, and North 11°i Street along the City's park/golf course frontage. The conversation shifted into brainstorming ways the city may be able to grow funds for sidewalk improvements and how TAP grant money may be used for sidewalk projects. 8. Old/New Business. 9.
