JUNE 22 REGULAR MINUTES OF THE VAN BUREN,ARKANSAS
CITY COUNCIL,MEETING DUNE 27,2022
The City Council of the City of Van Buren,Arkansas met at 5:30 p.m.Monday,June 27,2022 at the
Van Buren Municipal Complex. The meeting was called to order by Mayor Hurst. On roll call,the following
Council members answered as their names were called: Council Member Bell,Dodson, Gifford,Kneeland,
Petty and Wood. City Cleric Phyllis Thomas was present.This made a total of six(6)present. A quorum was
declared. Council Member Wood departed before the meeting adjourned.
The invocation was given by our City Attorney,Jacob Howell.
Mayor Hurst then led the Pledge of Allegiance.
Mayor Hurst announced the agenda was rearranged,moving the Entertainment District to number five,
right after our consent agenda.
Presentation of the Ivey to the City from Mayor Joe Hurst to Connie Hyatt.
Ms. Connie Hyatt started to work for the City of Van Buren on November 17, 1999,and will be retiring
as of July 29,2022. Connie has served this city as Deputy City Clerk for over 22 years. She has been a very
dedicated and valuable employee.
Chief Jamie Hammond presented Connie Hyatt with the first ever Honorary Chief of Police Badge.
Chief Hammond stated that Connie was always the first person you called if you needed something done and
was always the person that let you know if you had done something wrong. She can never be replaced.

On the agenda next was to consider A RESOLUTION AUTHORIZING THE M-kYOR TO
PURCHASE CERTAIN REAL PROPERTIES,AND FOR OTHER PURPOSES
The Cleric read the Resolution in its entirety.
Mayor Hurst stated this property,and the property behind it,is located next to the Police Department. It
has been the city's long-term intention to purchase property adjacent to the Police Department for future use.
Mayor Hurst asked if there was any discussion.There was none. Council Member Bell seconded by
Council Member Dodson moved that the Resolution be adopted.;On the Cleric's calling the roll,the following
vote resulted: Ayes—Council Member Bell,Dodson,Gifford,Kneeland, and Petty. Nays—None.
The Mayor thereupon declared the Resolution adopted and signed the Resolution,which was attested by
the City Clerk and impressed with the seal of the City.

LANGUAGE,AND PROVIDE CLARITY TO THE CITY OF VAN BUREN PERSONNEL
HANDBOOK,AND TO AUTHORIZE THE MAYOR AND CITY CLERK/TEREASUERER TO PAY
UNUSED ACCUMULATED SICK LEAVE TO DAVJ®TODD HARRIS.
The Clerk read the Resolution in its entirety.
Mayor Hurst stated there was a word left out of the personnel handbook when it was updated a few
years ago. We are trying to clear up any ambiguities and confusion.
City Clerk/Treasurer Phyllis Thomas stated that the word HIRED was left out.
City Clerk Phyllis Thomas explained"When I began to calculate this payout,I looked it up in the
handbook. He wasn't retiring because of his age;he was retiring earlier. I referred to the handbook to see how
it read and that is when I encountered that type-o. The word HIRED was left out so I couldn't do the payout
based on our new handbook."
Council Member Kneeland asked if this is standard practice to do a payout for employees for accrued
leave?
City Clerk Phyllis Thomas stated that it was standard practice.
Mayor Hurst asked if there was any discussion.There was none. Council Member Bell seconded by
Council Member Petry moved that the Resolution be adopted. On the Cleric's calling the roll,the following
vote resulted: Ayes—Council Member Bell,Dodson,Gifford,Kneeland,and Petty. Nays—None.

Next on the agenda was Miscellaneous and General Discussion
MPO Transportation Plan Update—Stacy Willinger was absent.
Downtown Parking—Mayor Hurst stated that an Ordinance from 1983 was to keep parking times down to 2
hours Monday thru Friday. There were signs in the downtown area that stated parking times but have since
been removed. We need to decide if we want to repeal this Ordinance from'1983,amend it or to put the parking
signs back up.
Council Member Kneeland stated that signs will not stop the problem with people parking for more than 2
hours,it would be hard to monitor; and Mayor Hurst agreed.
Council Member Kneeland stated that the business owners should not park in fiont of the businesses. The
parking should be left open for those who are going to patronize the downtown businesses.
Tracy Burba, owner of Main Street Threads addressed the Council regarding the downtown parking issue.
She pointed out that people should be able to park for a longer term so they can come downtown to eat,shop
and go to Arts on Main without worrying about a ticket or being towed after 2 hours.
Council Member Gifford suggested signs for extra parking in back.
Ms.Burba stated the issue was discussed in the last TOTMA meeting,but only that there is an ordinance in
existence. She emphasized merchants are fighting to revitalize downtown.
Council Member Kneeland stated that we need to repeal this and put some action forward on signs.
Mayor Hurst asked if there was further discussion. There was none. Council Member Gifford seconded by
Council Member Kneeland moved to motion to table and discuss later. On the Clerk's calling the roll,the
following vote resulted: Ayes—Council Member Bell,Dodson,Gifford,Kneeland, and Petty. Nays—None.
Library Director,George Fowler, introduced the new Crawford County Library Director and the Van.Buren
Library Director,Deidre Fears. She will be starting on Tuesday,July 5t11 and assuming the responsibilities on
July 1301. Mr. George Fowler wanted to thank the Mayor, City Clerk and Council Members for all their
support and help of the Van Buren Library.
There being no further business,motion was made by Council Member Gifford and seconded by
Council Member Kneeland to adjourn. The Council followed with a unanimous vote. The meeting adjourned
at 6:12 p.m.
