HISTORIC DISTRICT COMMISSION MINUTES
February 103 2022
The Van Buren Historic District Commission held its monthly meeting on'I'huxsday, February 10, 2022, at 5:30 p.m. in the City
Council Room of the Municipal Complex. Commissioners present: Chairman Vickie Davis,. Vice Chairman Detald Porter,
Lindsay Dodson, Paul Gibson, Cathy Gifford, along with the TOTMA Ex-Cfficio Andy Knox. Others in attendance:
Commission Secretary Jennifer Willoughby; Philip Morton and Amy Sights of Moxie Ventures, 8 & 10 S. 6th; and mural artist
Bryan Alexis.
1. Approval of Minutes from January 13, 2022. A motion was made by Commissioner Cathy Gifford and seconded by
Commissioner Paul Gibson to approve the minutes. The motion was approved unanimously.
2. COA #2-2022-8 & 10 South 6�'—Moxie Ventures, LLC. A Cextiflcate ofAppropriateness wri submitted by Moxie
Ventures, LLC for a mural on the south facing exterior wall of 10 South 6rh Street. The paint colors for the mural are: Dewitt
White, Sayward Pine, Shaker Red, Clementine, Red Rock Canyon, Robins Egg, Newport Indigo, Grassy Meadow, Green Bonnet,
Georgian Yellow, and Golden Rod. The fonts listed are Trading Post, Hobo, and Smoke. The Commission asked that the
Artist Statement be put on the mural to show historic tie-in with the rest of Downtown Historic District. A motion to approve
the mural design (10.8 Color and 10.25 Signage) was made by Commissioner Cathy Gifford and seconded by Commissioner
Lindsay Dodson. The motion was approved unanimously.
Coxmnissioner Paul Gibson asked how the mural will be kept from fading and what will future maintenance be. More Ventures,
LLC provided a detailed information packet on the mural that included mural care. Mural artist, Bryan Alexis, stated that a
Minwax Sealer will protect the paint from sun damage and extend the life of the art.
3. New/Old Business —Murals were Eurther discussed by the Commission with all agreeing that future murals need to
be approved by the Commission to keep the h storical ntegrity of Downtown intact. Next, the Downtown St eetscape Project
that Planning Director Wally Bailey presented in January was brought up. The Commission would like to see the presentation
again and talk with Mr. Bailey about how the streetscape design plan and drainage repairs will affect the historic look of
Downtown. Next, Commissioner Lindsay Dodson brought up that the Historic District section of the City Website is missing
information/ordinances necessary to make informed decisions on Downtown properties. Lastly, Commissioner Dodson asked
for a status update on damage repair at Fairview Cemetery after the May 2021 tornado.
4. Adjourn. A motion to adjourn was made by Commissioner Cathy Gifford and seconded by Commissioner Lindsay
Dodson. The motion was approved unanimously.
