HDC Minutes 01-13-2022�UMIM61,111011i�'s'1.i 111 IN 12� Street • Van Buren, Arkansas 72956 HISTORIC DISTRICT COMMISSION MINUTES January ]3, 2022 The Van Buren Historic District Cornrnission held its monthly meeting on Thursday, January 13, 2022, at 5:30 p.m. in the City Council Room of the Municipal Complex. Commissioners present: Chairman Vickie Davis, Vice Chairman Derald Porter, Lindsay Dodson, Paul Gibson, and Cathy Gifford. Others in attendance: Planning Director Wally Bailey, Secretary Jennifer Willoughby, and Jennifer Perez of Thread Hauz at 724 Main Street. 1. Approval of Minutes from November 10, 2021. A motion was made by Commissioner Paul Gibson and seconded by Commissioner Cathy Gifford to approve the minutes. The motion was approved unanimously. 2. COA #1-2022-724 Main; Thread Hauz/Jennifer Perez. A Cecdficate of Appropriateness was submitted for a new business sign and outdoor fighting. A motion was made by Commissioner Cathy Gifford and seconded by Commissioner Derald Porter that nothing in the proposed design of the business sign and outdoor lighting affects the adjacent downtown buildings. The approved paint colors for the 2'x3' business sign is Flat Black with Andover Cream background. Album Script was approved for the business sign font. The outdoor lights shown were flat black metal. A motion to approve the sign design (10.25 Signage) and lighting (M l6 Lighting) was made by Commissioner Cathy Gifford and seconded by Commissioner Derald Porter. Commissioner Paul Gibson recused himself. The motion was approved unanimously by the remaining commission. 3. Downtown Streetscape Discussion —Planning Director Wally Bailey. Planning Director Wally Bailey gave a progress report and presentation on the Downtown Streetscape Project that has been on -going since 2016. Part of the update given was that the city re -applied in 2019 for TAP grant funding to fix the significant drainage problems in the downtown area. After the presentation, the commission had the following concerns: all items need to match the historic district guidelines with regard to colors, materials, etc. (as much as possible); the umbrellas may block storefronts which many of the merchants use for their signage as well as advertising store content; and will all the stone curbs need to be replaced or just the ones that are damaged from the work (want to preserve limestone curbs). 4. New/Old Business —Discuss TOTMA Ex-Officio Appointment. Commissioner Lindsay Dodson is serving as TOTMA President and is currently seated on the I-Iistoric District Comnussion. As TOTMA President, she chose to appoint Andy Knox as Ex-Officio for TOTMA in her stead. The Ex-Officio is not appointed by the Mayor to be a member of the commission, so no voting by the commission was required. 5. Adjourn.
