HISTORIC DISTRICT COMMISSION MINUTES
November 8, 2018
The Van Bw-en FIistoric District Commission held its monthly meeting on Thursday, November 8,
201€3 at 5:30 P.M. in the City Council Room of the Municipal Complex.
Members Present: Chairman Vickie Davis, Vice Chairman Derald Porter, Paul Gibson, Cathy
Gifford and Justin Coins. Others Present: Julie Copple, Secretary.
The first item on the agenda was to approve the minutes from the October meeting. A motion was
made by Justin Goins and seconded by Paul Gibson to approve the minutes. The motion was
approved unanimously.
The next item on the agenda was the Mount Olive Church and Old School House update. Chairman
Vickie Davis states the money for old school house has been raised by River Valley Museum and has
started the work. Mount Olive Church: Chairman Davis states the commission will need a proposal
for the Mt. Olive Church to present to the Mayor. A plan needs to be put together with parking lot,
restrooms, public uses, etc. Joe Hurst, Planning Director has been in contact with Citizens bank for
possible donation of the building to the city. The Henry Pape House (Gant House) owned by the
city: According to AHPP, the survey can be used for submission to the Arkansas and National
Register. Vice Chairman Derald Porter will do more research of the house. Need to find out if a
structural survey is required.
Next item on the agenda was CAMP Training in Russellville on Friday, November the 9" in
Russellville. Chairman Davis and Vice Chairman Porter cannot attend. Cathy Gifford will let me
know in the morning if she can attend.
New/Old Business: There have been complaints of downtown merchants using challe for
advertising on the sidewallcs. Find out from code enforcement if allowed. A motion was made by
Cathy GifoVd and sec ded by Paul Gibson to adjourn. The m n was a7pov d unanimously.
