Historic District Commission held its
monthly meeting
on Thursday, October 12, 2017 at
5:30
P.M.
in the
City Council Room of the Municipal
Complex,
Members Present: Chairman Lisa Willis, Vice Chairman Vickie Davis, Cathy Gifford, Paul Gibson, Derald
Porter and Alan Foliart. Chairman Lisa Willis called the meeting to order at 5:30 p.m. The first item on the
agenda was to approve the minutes from the previous meeting. A motion was made by Derald Porter and
seconded by Vickie Davis to accept the minutes. The motion was approved unanimously.
The next item on the agenda was Fox an update on the education project. Vice Chairman Vickie Davis drafted
an example of a memo that would be mailed to building owners, and also to newspaper, A&P Commission
website, city website, Totma and E-Fort Smith. The event will be called Downtown Memories held on
Saturday, Oct 28, 2017, from 12-4, at the city library. Items possibly needed for this event will be a copier,
scanner, large capacity external hard drive to hold pictures, release forms and refreshments. Volunteers will
also be needed. Maybe check with Girl/Boy Scouts to see if they need a project to volunteer? Press releases
will be needed in both the Fort Smith and Van Buren newspapers. Chairman Lisa Willis stated a release form
from the city will be needed along with a form for names, dates and picture information.
Next item on the agenda was fox an update on the amendment for ordinance allowing fox an increase in the
Certificate of Appropriateness form. The amendment was approved by the Planning Commission and
forwarded to the City Council for approval.
The next item was an update on the Pernot House, 119 Fayetteville Rd, Van Buren. Chairman Lisa Willis
congratulated the commission on working hard to have his acknowledgement from AHPP announcing the
Pernot House on the National Register. The commission discussed getting a plaque for the house and
presenting to Bill and Anna Wilson from the city.
Next item was possibly having Bob Yapp for a spring training next April or May. The training would consist
of a 2-3 day hands on workshop. Could be Brick and Moxtax and maybe include storefront windows. Paul
Gibson will be contacting Bob Yapp for more information.
