HISTORIC DISTRICT COMMISSION MINUTES
September 14, 2017
The Van Buren Historic District Commission held its monthly meeting on Thursday,
September 14, 2017 at 5:30 P.M. in the City Council Room of the Municipal
Complex.
Members Present: Chairman Lisa Willis, Vice Chairman Vickie Davis, Cathy Gifford,
Paul Gibson and Derald Porter. Others: Phil and Cathy Payton, Jeff Mathis, Sarah
Fuller and The Hill Firm Architect for Jim Petty,
Chairman Lisa Willis called the meeting to order at 5:30 p.m. The first item on the
agenda was to approve the minutes from the previous meeting. A motion was made
by Cathy Gifford and seconded by Paul Gibson to accept the minutes. The motion
was approved unanimously.
The next item on the agenda was for COA#8-2017, Jeff Mathis, 814 Main Street. Mr.
Mathis presented his sign (already made). Colors: Goldenrod, Curry, Stagecoach and
Classic White. Colors approved. A motion was made by Paul Gibson and seconded
by Vickie Davis. COA does not significantly affect any surrounding buildings and is in
accordance with the Van Buren Historic District Design Guidelines, 10.25. The
motion was approved unanimously.
The next item was for COA#9-2017, Phil and Cathy Payton, 812 Main Street. Ms.
Payton presented photos of proposed sign. Colors: Jewitt White and Sayward Pine.
Size of sign is 3x5'. A motion was made by Cathy Gifford and seconded by Derald
Porter. COA does not significantly affect any surrounding buildings and is in
accordance with the Van Buren Historic District Design Guidelines, 10.25. The
motion was approved unanimously.
The next item on the agenda was added for COA#11-2017, Sarah Fuller, 615A Main
Street. Ms. Fuller presented photos of the proposed sign for her business. Colors:
Sayward Pine and Jewitt White. Font: Publicity Gothic and Diana Script Bold. Size of
the sign is 36x18 inches. A motion was made by Vickie Davis and seconded by Paul
Gibson. COA does not significantly affect any surrounding buildings and is in
accordance with the Van Buren Historic District Design Guidelines, 10.25. The
motion was approved unanimously.
Next item was COA#10-2017, Jim Petty, 810-812 Main Street, represented by The
Hill Firm -Architect. Guidance was given to the representative concerning the facade
of the building, along with colors and materials that can be used. COA is tabled until
next month. No action taken.
New/Old Business: Update on the education project: Vice Chairman Vickie Davis
drafted an example of a memo that would be mailed to building owners, and also to
newspaper, A&P Commission website, city website, Totma and E-Fort Smith. The
event will be called Downtown Memories held on Saturday, Oct 28, 2017, from 12-4,
at the city library. Items possibly needed for this event will be a copier, scanner, large
capacity external hard drive to hold pictures, release forms and refreshments.
Volunteers will also be needed. Maybe check with Gixl/Boy Scouts to see if they
need a project to volunteer? Press releases will be needed in both the Fort Smith and
Van Buren newspapers. Paul Gibson will be attending the one day training for
window repair workshop with Bob Yapp, in Hot Springs. Will receive a certificate
and could possibly teach a window repair class to other. A plaque is needed for the
bench built by the girl scouts and Lonnie London. Julie Copple will check with the
Street Department to see if they could possibly help.
A motion was made by Derald Porter and seconded by Cathy Gifford to adjourn the
meeting.
