HISTORIC DISTRICT COMMISSION MINUTES
The Van Buren Historic District Commission held its monthly meeting on Thursday,
June 8, 2017 at 5:30 P.M. in the City Council Room of the Municipal Complex,
Members Present: Chairman Lisa Willis, Vice Chairman Vicltie Davis, Cathy Gifford,
Paul Gibson, Derald Porter and Alan Foliart. Others Present: Julie Copple, Planning
Assistant, City of Van Buren, Linda DeWater, Pam Martin, Brian Petree and Jane
Owen from the Center for Art and Education.
Chairman Lisa Willis called the meeting to order at 5:30 p.m. The first item on the
agenda was to approve the minutes from the previous meeting. A motion was made
by Cathy Gifford and seconded by Paul Gibson to accept the minutes. The motion
was approved unanimously,
flic next item on the agenda was for COA#3-2017, Pam Martin, 820 Main Street.
Last month the commission had approved a temporary banner, and tabled the request
for the sign, until this month. Ms. Martin presented her photos of the proposed sign.
Colors approved: Emily blue and Sayward pine. Font: Balloon A motion was made
by Cathy Gifford and seconded by Paul Gibson. COA does not significantly affect
any surrounding buildings and is in accordance with Van Buren Historic District
Design Guidelines, 10.25. The motion to approve was unanimous.
The next item was for COA#4-2017, Linda DeWater, 720 Main Street. Ms. DeWater
presented her photos of the proposed sign. Colors: Pale Organza, Robins Egg, Coral
Springs and Quincey Granite. Font: Antique. A motion was made by Paul Gibson
and seconded by Cathy Gifford to accept that the Certificate of Appropriateness does
not significantly affect any surrounding buildings and is in accordance with Van Buren
Historic District Design Guidelines, 10.25. The motion to approve was unanimous.
The next item was not on the agenda. Brian Peirce from Petree Construction
appeared before the commission to clarify what they will be doing on the building at
627 Main Street. 'There was some water damage on the back of the building and some
extensive mortar repair. The commission stressed the repointing should never be
done with Portland cement or other hard mortar. Mr. Petree stated the
manufacturing company they use is for historic buildings and allows for expansion
and contraction. A motion was made by Cathy Gifford and seconded by Derald
Porter to approve the repointing at 627 Main Street. The motion to approve was
unanimous
Next item on the agenda was the presentation from Jane Owen, Center for Arts and
Education. They have purchased two buildings downtown next to the King Opera
House, and are currently campaigning for funds to start the renovation. Ms. Owen
presented the commission with plans and stated they are looking to start next year
sometime. Ms. Owen stated she will keep the commission updated and informed
concerning this project.
A motion was made by Paul Gibson and seconded by Alan Foliart to adjourn. The
motion was approved unanimously.
