HISTORIC DISTRICT COMMISSION MINUTES
April 13, 2017
The Van Buren Historic District Commission held its monthly meeting on Thursday,
April 13, 2017 at 5:30 P.M. in the City Council Room of the Municipal Complex,
Members Present: Vice Chairman Vickie Davis, Cathy Gifford, Paul Gibson, Derald
Porter and Alan Foliart, Others Present: Julie Copple, Planning Assistant, City of Van
Buren and Sharon Blount -Baker, Crawford County Circuit Court.
Vice Chairman Vickie Davis called the meeting to order at 5:30 p.m. The first item
on the agenda was to approve the minutes from the previous meeting. A motion was
made by Paul Gibson and seconded by Derald Porter to accept the minutes. The
motion was approved unanimously.
The next item on the agenda was for the COA#1-2017, Kathy Lumpluns, 615B Main
Street. Ms. Lumpkin was not present due to a family emergency. She was available by
phone, so the commission tabled COA#1-2017, until after the hearing of COA#2-
2017, since they were present.
Next item on the agenda was for the COA#2-2017, Sharon Blount -Baker, Crawford
County Circuit Court, 317 Main Street. Ms. Blount approached the commission and
explained her plans for the aluminum 2ftx4ft sign. Colors will be flat black and letters
flat Jewett. A company called Collins Signs and Son will make the sign. A motion
was made by Cathy Gifford and seconded by Paul Gibson to accept that the
Certificate of Appropriateness does not significantly affect any surrounding buildings
and is in accordance with Van Buren Historic District Design Guidelines, 10.25
Signage. The motion to approve was unanimous.
Ms. Lumpkin called and spoke to the commission by phone. Vice Chairman Vickie
Davis asked Ms. Lumplun if she could change the peace sign to another flower. The
peace sign was not allowed by the HDC guidelines, Ms. Lumpkin was fine with
changing the sign. The colors are Clementine, Goldenrod and Sayward (flat). A
motion was made by Paul Gibson and seconded by Derald Porter to accept that the
Certificate of Appropriateness does not significantly affect any surrounding buildings
and is in accordance with Van Buren Historic District Design Guidelines, 10.25
Signage. The motion was approved unanimously.
The next item was for the sign update. Derald Porter passed around the new coin for
the geocache. Vice Chairman Vickie Davis stated she had a better picture of the
courthouse and would forward it to him. The sign for the train depot is almost ready
with just a few items to be added, and will be ready to present at the next meeting.
Next item was for the letter of intent update. Julie Copple stated the CLG grant has
been submitted, but no awards have been announced as of this date.
The next item was for training dates, The National Registration training from AF IPP
will be on Saturday, April 29, 9-3. All Commissioners were encouraged to attend. A
CAMP training will be held on May 8, in Conway, Arkansas. This will be an all -day
training.
A motion was made by Paul Gibson and seconded by Cathy Gifford to adjourn. The
motion was approved unanimously.
