HDC Minutes 11-10-2021City of Van Buren, Arkansas Municipal Annex 111 North 12' Street • Van Buren, Arkansas 72956 HISTORIC DISTRICT COMMISSION MINUTES November 103 2021 The Van Buren Historic District Commission held its monthly meeting on \X/ednesday, November 10, 2021, at 5:30 p.m. in the City Council Room of the Municipal Complex. Commissioners present: Chairman Vickie Davis, Vice Chairman Derald Porter, Lindsay Dodson, Steve Edwards, Paul Gibson, and Cathy Gifford. Others in attendance: Historic District Commission Secretary Jennifer Willoughby and Jeff Slack of Fort City Tattooing at 620B Main Street. 1. Approval of Minutes from October 14, 2021, Meeting. A motion was made by Commissioner Pau] Gibson and seconded by Comnnissioner Cathy Gifford to approve the minutes. The motion was approved unanimously. 2. COA #5-2021-620B Main Street;, Foxt City Tattooing/Jeff Slacic. A Certificate of Appropriateness was submitted for a new business sign, for painting die door &window display, and to hang an outdoor neon sign. The request for a neon sign to be hung outside was denied because it does not meet Historic District Design Guidelines (10.16 Lighting, 10.25 Signage). A motion was made by Cotmnissioner Steve Edwards and seconded by Commissioner Paul Gibson that nothing in the proposed design of the business sign and door & window display affects adjacent downtown buildings. The approved paint colors for the 5'xl6' handpaintedwood panel business sign are Bristol Green, Yarmouth Oyster, Sayward Pine, and Roseland. The same Machine Bold font was approved for the business sign and the door & window display. A motion was made to approve by Commissioner Steve Edwards and seconded by Commissioner Paul Gibson. The motion was approved unanimously. (10.25 Signage) 3. New/Old Business. Chahxnan Vickie Davis brought up that there has been a complaint against 11,e Vault, 624 Main Street, because of the tall portable flags/banners concreted into 5-gallon buckets and then placed at four different spots outside the front of the restaurant. Chairman Davis said her main concern is for ADA compliance because ADA requires 4 feet of sidewalk for wheelchairs (10.1 Accessibility). According to Historic District Design Guidelines, flags must have a tninitnum setback from the center line of the lamppost of at least 1 foot and cannot be over -sized or illproportioned(10.13 Flags and Flagpoles). Commissioner Lindsay Dodson mentioned that the Design Guidelines say portable banners are not allowed in any location except for special events (10.5 Banners). The Historic District Commission stated that they would like the City Code Enforcement Officer to inform The Vault of any safety code violations and of non-compliance to the Design Guidelines. Commissioner Steve Edwards announced that he is stepping down from his position as Historic District Commission Ex Officio fox TOTMA.
