HISTORIC DISTRICT COMMISSION MINUTES
October 14, 2021
The Van Buren Historic District Commission held its monthly meeting on Thursday, October 14, 2021, at 5:30
p.m. in the City Council Room of the Municipal Complex. Cormrussioners present: Chairman Vickie Davis,
Vice Chairman Derald Porter, Lindsay Dodson, Steve. Edwards, Paul Gibson, and Cathy Gifford. Others in
attendance: Historic District Commission Secretary Jennifer Willoughby and Joe & Kell Brown of TEI
Properties, 804-806 Main Street,
1. Approval of Minutes from August 12, 2021, Meeting. Chairman Vickie Davis called the meeting
o order at 5:30 p.m. A motion was made by Commissioner Steve Edwards and seconded by Commissioner
Derald Porter to approve the minutes, The motion was approved unanimously.
2. COA #3-2021-804 Main Street; TEI Properties/Joe & KeG Brown. A Certificate of
Appropriateness was submitted for a new business sign and for painting the exterior facade. A motion was
made by Comm ssioner Paul Gibson and seconded by Commissioner Steve Edwards that nothing ht the
proposed design affects adjacent downtown buildings. The approved paint colors for the exterior are Iron Ore
at Black) and Jackson Antique. The business logo was approved for the metal sign design, using Flat Black
and Jackson Antique paint. A motion was made to approve by Commissioner Paul Gibson and seconded by
Commissioner Derald Porter. The motion was approved unanimously.
3. COA #4-2021-806 Main Street; Main Street Boutique/Keli Brown. A Certificate of
Appropuateness was submitted for a new business sign and for painting the exterior facade. A motion was
made by Commissioner Steve Edwards and seconded by Commissioner Paul Gibson that nothing in the
proposed design affects adjacent downtown buildings. The approved paint colors for the exterior are Iron Ore
(Flat Black) and Jackson Antique. The approved paint colors for the metal sign were Flat Black and Jackson
Antique, using Century Expanded as the font. A motion was made to approve by Commissioner Steve Edwards
and seconded by Commissioner Paul Gibson. The motion was approved unanimously.
4. New/Old Business. The plan for the commission to meet and walk downtown to survey the
buildings and take note of any non -compliant businesses was discussed again. Commissioner Paul Gibson
suggested that the commission wait until next year because this is such a busy time for downtown merchants
getting ready for the holidays. Commissioner Vickie Davis mentioned making an informational pamphlet on
the Historic District to hand out to merchants when the commissioners visit downtown.
a. Awning Design: COA #5-2020-808 Main Street; Jim Petty. The information in the COA
was updated Co show the paint colors used for the awning were flat blade and Dewitt White, using
the business logo in fonts Block & Italic.
b. Discuss CLG Grant. Per email, the State CLG Coordmator suggested that the HDC do a
District -wide resurvey for the 2022-2023 grant cycle before updating the Historic District
Guidelines. The commission agreed. The commissioners also want to apply for a trip to the
annual Training Forum and any available State'l'rtinitrg opportunities.
c. Fairview Cemetery Update. Per email, Randy Smith let the commission know of his plans to
apply for an option 2 HRPG giant to restore the Wallacc Children's Commemorative Monument.
He is also going to submit for an option 3 HPRG grant to restore some of the 20 remaining
damaged historic monuments. After discussing the headstones, Commissioner Derald Porter
mentioned that the Fairview Cemetery storage building needs the roof to be replaced and the
electric fine looked at. This storage building houses headstones, flags, and the Christmas Honors
Wreaths.
