MINUTES OF THE VAN BUREN,ARKANSAS CITY COUNCIL MEETING AUGUST 23,2021 The City Council of the City of Van Buren,Arkansas met at 5:30 p.m.Monday,August 23,2021 at the V Buren Public Library. The meeting was called to order by Mayor Hurst. On roll call,the following Council m bers answered as their names were called: Council Member Bell,Dodson, Kneeland,Osbum,Petty and W od. City Attorney Jacob Howell and City Clerk Phyllis Thomas were present. This made a total of eight(8) pri sent. A quorum was declared. The invocation was given by Jacob Howell,Van Buren City Attorney. Jacob Howell then led the Pledge of Allegiance. The Clerk read the Resolution in its entirety.Mayor Hurst stated that this is something we have been w rking on with Western Arkansas Planning&Development to try and encourage the bike route to be in Van B ren. We definitely have stated in the past that we want to encourage cycling and this sort of recreation in our c unity. City Planner Wally Bailey stated that ultimately this route will go all the way to New Orleans. other route that is in progress and being studied is the Butterfield Trail route and it will definitely be passing th ugh Van Buren and going through the Rudy area. There are a lot of interesting things for alternative in portation and bike riding in this part of the country that is coming our way. Chief Hammond stated that the city had planned on purchasing three new vehicles for the Van Buren P ice Department,this is will be the city's third new vehicle. We should have included this at the beginning of the year, with our in-house street projects for asphalt. Mayor Hurst also stated that we are actually able to do more street projects in which we will be spending around$250,000.00 total. Council Member Petty stated that he wanted clarification on the amount being spent that it is $250,000.00 total and not $250,000.00 to each APAC Central, Inc., Mid-Continent Concrete and Eagle Redi-Mix all of Van Buren, Mayor Hurst confirmed it is a total of$250,000.00. Motion was made by Council Member Bell and seconded by Council Member Petty to adopt the Or ce as amended. John Karsten, Van Buren Street Department Supervisor, stated that our dump trucks that we have right now are getting old and require a lot of repairs and maintenance, and would like to start replacing them with better equipment. The dump trucks are used for street maintenance and yard waste pickup. Motion was made by Council Member Bell and seconded by Council Member Dodson to adopt the Ordinance as amended. This hotline is located in Little Ro k and will notify the Arkansas State Police of the complaint. A letter will be mailed to the person who lift red stating when and where they were when they littered and will advise them of fines that they could be su ect to. Mr. Pope is also going around to surrounding communities on a mission to Keep Arkansas Beautiful as rell. Mayor Hurst informed council members about the city's receipt of$2.4 million through the American Rescue Plan,which is a federal fund. This is half of the total amount of$4.8 million. The city will receive the other half of the funds in the year of 2022. The federal government requires these funds to be kept in a separate b account because co-mingling of funds is not allowed. The city must obligate these funds by 12/31/24,and the noney must be spent by 12/31/26. Council Member Bell made a motion to approve the new bank account for the American Rescue Plan fim s, and was seconded by Council Member Wood.
