07 July 2021 Regular h MINUTES OF THE VAN BUREN,ARKANSAS CITY COUNCIL MEETING JULY 26,2021 The City Council of the City of Van Buren,Arkansas met at 5:30 p.m.Monday, July 26, 2021 at the Van Buren Public Library. The meeting was called to order by Mayor Hurst. On roll call,the following Council members answered as their flames were called: Council Member Bell, Dodson(via electronic zoom),Kneeland and Wood. City Attorney Jacob Howell and City Clerk Phyllis Thomas were present. Council Members Osbum and Petty were absent. This made a total of seven(7)present. A quorum was declared. The invocation was given by Jacob Howell, Pastor and Van Buren City Attorney. Mayor Joseph Hurst then led the Pledge of Allegiance. The Clerk read the Ordinance in its entirety. Council Member Kneeland moved that the rules be suspended and the Ordinance be placed on its second reading. The motion was seconded by Council Member Bell. The Council followed with a unanimous vote. The Clerk then read the Ordinance the second time. Council Member Kneeland moved that the rules be further suspended and the Ordinance placed on the third and final reading. The motion was seconded by Council Member Bell, The Council followed with a unanimous vote. The Clerk then read the Ordinance the third and final time. Mayor Hurst stated that the contents of this Ordinance were intended to be included with an Ordinance passed earlier in the year,in which we included asphalt but did not include concrete. Every year we pass an Ordinance for in house street projects. The good news is that we are doing a lot of street projects. Mayor Hurst stated that we want to make sure that we purchase concrete from local companies. Motion was made by Council Member Wood and seconded by Council Member Bell to adopt the Ordinance as amended. On the Clerk's calling the roll,the following vote resulted:AYES—Council Member Dodson, Kneeland Wood and Bell. NAYS—None. The Mayor declared the motion carried as there were four(4)AYES and zero(0)NAYS. Four(4)votes being necessary for passage. The Clerk read the Resolution in its entirety.Mayor Hurst asked if there was anyone from the Boys and Girls Club,which there was not. Mayor Hurst stated that no city fiords will be used for this arrangement, but the grant requires the city to be the Administrator. We always want to support our Van Buren Boys and Girls Club. Mayor Hurst stated that this will be a renovation of their existing space. They will have a new covered canopy,new lighting,new electrical,new flooring,interior painting and the renovation of 2 bathrooms. Council Member Wood seconded by Council Member Bell moved that the Resolution be adopted. We have new jobs coming in and this is an opportunity to support Bekaert,which has been a long standing company in our community. Randy McClaren, Plant Manager for BekaeM stated that this will be the third plant expansion in five years. We will be adding an additional 35 jobs to Bekaert thanks to the growth of the broad band internet for rural areas in our state and across the country. Jos P.H Ph Thomas ve Cky Cinrk/Treasurm City Aammy Next on the agenda was Miscellaneous and General Discussion Reese Brewer with Frontier Metropolitan Planning Organization(Long Range Transportation Plan) updated the Council on their progress. Reese stated they are mandated by Congress to undertake Regional Transportation and help with the planning for Fort Smith and Western Arkansas Region. Metropolitan Planning Organization is working on a document that is a twenty year plan,which looks at the short term,midterm and long term transportation projects. This will include roads,trails, sidewalks and bicycle facilities. We are re ching out to community members and council members to take a survey and tell us some of your needs that w can put into this type of plan. We can get federal funds to help with these projects,which is called the Tj insportation Improvement Program. All the surveys will need to be completed by October to November 2 1. Reese stated that we need at least 2%of the population to fill out these surveys.Reese Brewer also he fed out brochures. Connie Martin and Lucia Turner with Almost Home Animal Shelter and Rescue,Connie gave their 2na qu rter report and handed out booklets about their shelter. Lucia Turner spoke about all the things that they ha a been doing at the Shelter and the cost. Mayor Hurst thanked everyone at Almost Home Animal Shelter for all they do. He also stated that it is a g rat service for the city. Mayor Hurst also was thankful for Mr. Bailey,the Planning Director,for the time he ias put in to update the city's Ordinances. Mayor Hurst also thanked the Council for allocating$20,000.00 to Alost Home Animal Shelter. He stated that this is another indication that we are wanting to improve things. Chief Hammond of the Van Buren Police Depart spoke about the new In Car Cameras and Body Cams. All cameras are installed and every officer has a body camera and they are all wearing them. We have very detailed policies in place of when they are to be activated and deactivated. This shows every interaction we have with the public. We are getting a lot of positivity from our officers as well as our citizens. We appreciate the councils support for us and allowing us to do this.
