PC Minutes 4-6-2021City of Van Buren, Arkansas Municipal Annex 111 North 12� Street •Van Buren, Arkansas 72956 PLANNING COMMISSION MINUTES Van Buren Public Library April 6, 2021 I. Call To Ordcr. The Van Buren Planning Commission held its monthly meeting on Tuesday, April 6, 2021, at 5:30 P.M. The meeting was held in the Van Buren Public Library meeting room. II. Roll Call. The following Coxnrnissionets were present: Chairman Andy Dibble, Mark Evans, Lynne Graham, Jason Myers, Mason Shirey, John Symonds, and Jay White. Also present were Planning Director Wally Bailey, City Inspector David Martin, Secretary Jennifer Willoughby, City Attorney Jacob Howell, Chad Brixey for Brixey Engineering, and Steven Franklin for Franklin Construction. Vice -Chairman Philip Bagby and Commissioner Tiffany Webster were absent. III. Approval Of Minutes From March 2, 2021. A motion was made by Commissioner Jason Myers and seconded by Commissioner Jay White. The motion was approved unanimously. IV. Waldrip Tracts 1-5—Preliminary Plat Review —Satterfield Surveyors. Although Ricky Hill of Satterfield Land Surveyors was not present to represent this item for review, a mot on to approve was made by Commissioner Jason Myers and seconded by Commission Jay White. The motion was approved unanimously. V. Legacy Creek Phase I —Preliminary Plat Review—Brixey Engineering. A motion was made by Chairman Mark Evans, seconded by Commissioner Jason Myers, and approved unanimously, with approvals subject to the Following: Tract A has a detention pond in a 100' pocverline utility easement. Waiting on approval .from Southwestern Power Administration. If not allowed by Southwestern Power, Chad Brixey stated the revisions may include making Tract B larger. • No future phases or lots are to begin until there is a second access road constructed. Steveu Franklin, the owner and developer, stated annexation of this land into the city is still on -going and should be complete this month. Once annexed, it will need to be zoned. VI. Public Hearing to amend Zoning Code Section 4. R-3B Condominium District. A motion was made by Commissioner John Symonds and seconded by Commissioner Mason Shirey. The motion was approved unanimously. Planning Director Wally Bailey presented for the Public Hearing. He proposed an Exclusivity Section be added to the R-311 zoning district to clarify the intent of the R-313 section. The proposed amendment is as follows: • Zoning Ordinance Section 4. R-3B Condominium District (new section) 8. Exclusivity of this Section: Condominium is the. only use permitted in the R-3B zoning district. VII. Public Hearing to amend Ord. 23-1996 Control of Access to Streets and Highways. A motion was made Up Commissioner Jason Myers and seconded by Commissioner Lynne Graham. The motion was approved unanimously. VIII. Public Hearing to amend the Public Works Construction Standards Drawings. A motion was made by Commissioner Jason Myers and seconded by Commissioner Jay White. The motion was approved unanimously. Planning Director Wally Bailey introduced both items VII and VIII. He stated that there are two separate and different city specifications fox driveways. One specification is the Design Specification Illustration from the Control of Access Ordinance and the other is the Public Works Construction Standard Drawings. One difference is the width of Class I (residential) driveways. While one of the standards limits the driveway width to 24 feet the other standard allows 30 feet wide driveways for Class I (residential). Additionally, the Public Works Standard Drawings include details for sidewalk crossing of driveways while the Control of Access Ordinance does not include that information. It was recommended to amend the. Van Buren Access. Ordinance and the Standard Engineering Drawings with the driveway standard details as shown in the Foxt Smith illustration. The driveway detail would be amended to show the same specifications on both the Access Ordinance and the Engineering Drawings for Public Works, as follows: • Class I Driveway Width: MIN 12' and MAX 30' • Class II Driveway Width: MIN 24' and MAX 40' • Driveway Approach Concrete Thickness of 6" for all Classes It was also recommended to amend the Van Buren City driveway detail to he as the Bolt Smith City driveway detail which includes a standard for Class IDP — duplexes. The Class I -DP Driveway Width: MIN 12' and MAX 40'. The driveway/access ordinance illustration will include the Standard Engineering Drawings to show the required cross slope and other sidewalk construction requirements. Additionally, the proposed amendment includes a requirement that all driveways have an expansion joint at the property line. IX. Old/New Business. Brief discussion on the Arkansas Department of Transportation's Live Virtual Public Involvement Meeting on the proposed interchange improvements to I-40/1-IWY 59, X. Adjourn.
