HISTORIC DISTRICT COMMISSION MINUTES
February13,2020
The Van Buren Historic District Commission held its monthly meeting on Thnrsday, FeUxuaxy 13; 2020 at
5:30 P.M. in the City Council Room of the Municipal Complex. Members Present: Chairman Vickie Davis,
Vice Chairman Derald Porter, Cathy Gifford, Paul Gibson, Lonnie London and Steve Rob"w. Others
present: Leah Livengood. EivXrd5
Chairman Vickie Davis called the meeting to order at 5:30pm, the first item on the agenda was to approve the
minutes from the last meeting. A motion was made by Lonnie London and seconded by Paul Gibson to
approve the minutes. The motion was approved unanimously. Next item on agenda was for ARDOT
Section 105 notification draft agreement. Commission is not sure if a response is needed by the local HDC.
Julie Copple will get in touch with Catherine Barrier, AHPP CLG State Coordinator, and find out if this was
only a notification or if we are to respond.
The next item on the agenda was the COA#1-2020, Gxeatex Goods Marketplace, Leah Livengood,. 818 Main
Street, for a sign approval. Colors approved: Grasshopper green and Jewett White. Font approved was
Enclosed Rustic design for lettering. Ms. Livengood Nvill have a window sign and a hanging sign. There are
existing hangers already on the building. A motion was made by Cathy Gifford and seconded by Paul Gibson
for approval of the COA and that it does not significantly affect surrounding area. The motion was
unanimous. Next item on agenda was for CAMP training by NAPC in Conway, Arkansas on April 24th, from
9-4:30pm. Lunch is provided and it will be held at the Student Life Center at Hendrix College. Chairman
Davis stated the training is a wonderful opportunity for new commissioners and staff to receive intensive
training or for experienced commissioners and staff to learn new things and brush up on their skills. Let Julie
Copple know by April 20th so she can register you.
The next item was for NAPC conference in Tacoma, Washington on July 22-26, 2020. The giant for this is
open on March 155 2020. The NAPC Forum is the only national conference focused on the issues facing
local historic preservation commissions and historic districts. This conference offers dozens of educational
sessions and discussion panels, mobile workshops and tours, and five days of nonstop networking for staff
and volunteers representing local, state and national organizations and government agencies. Let Julie Copple
know if you are interested in attending. New/Old Business: The TAP Grant for the downtown streetscape
Nvill be presented to the City Council on February 24, 2020, All HDC interested need to attend this meeting.
Vice Chairman Derald Porter stated Shelia Bell would like to be added to the March HDC Agenda. A
motion was made by Cathy Giffor n seconded by Paul Gibson to adjourn. The motion was approved
