HISTORIC DISTRICT COMMISSION MINUTES
August 83 2019
The Van Bm'en Historic District Commission held its monthly meeting on Thursday, August 8, 2019 at 5:30
P.M. in the City Council Room of the Municipal Complex. Members Present: Chairman Vickie Davis, Vice
Chairman Derald Porter, Paul Gibson, Lonnie London and Roger Redden. Others Present Wally Bailey,
Planning Director and Julie Copple, Planning Assistant,
Chairman Vickie Davis called the meeting to order at 5:30pm, the first item on the agenda was to approve the
minutes from the June meeting. A motion was made by Paul Gibson and seconded by Lonnie London to
approve the minutes. The motion was approved unanimously.
The next item on the agenda was the CAMP training set Eox September 20 ui Little Rock, AHPP building.
Chairman Vickie Davis encouraged the commissioners that are new or have not been in a while to attend. If
interested please let Julie Copple know by September 13t" if you will be attending so she can get you
registered.
The next item was a power point presentation by Wally Bailey, Platming Director, concerning an ordinance
for small wireless facilities concerning Act 999, which is an Act to Establish the Small Wireless Facility
Deployment Act. The purpose of the Act is to establish statewide consistency and fairness with regard to
procedures, rates and fees for new small wireless facilities. Planning Director Wally Bailey stated this could
have an effect on the historic district. The deadline to establish this ordinance is September 1, 2019, Mr.
Bailey will present to the City Council on the August 26th meeting. A motion was made by Lonnie London
and seconded by Derald Porter to recommend the City Council approve an ordinance creating strong
regulations for small wireless facilities. Motion was passed unanimously.
Next item on agenda was for Old/New Business: Vice Chairman Derald Porter stated he found some
information on the Hemy Pape House/Paul Gant house. It was remodeled in 1913, so the stucco was not
original, which means it would not qualify for the national register architecturally. Next step would be to see
if it qualifies for association with the lives of persons significant to our past whose contributions to local,
state, or national history can be identified and documented.
A motion was made by Paul Gibson and seconded by Roger Redden to adjourn. The motion was approved
