City Council Room of the Municipal Complex,
Members Present: Chairman Viclrie Davis, Vice Chairman Derald Porter, Cathy Gifford, Paul
Gibson and Justin Goins. Others Present: Julie Copple, Secretary, Matt and Lindsay Dodson,
Serendipity Kids, LLC.
Chav�man Vickie Davis called the meeting to order at 5:30pm, and the first item on the agenda was
to approve the minutes from the last meeting. A motion was made by Cathy Gifford and seconded
by Paul Gibson to approve the minutes. The motion was approved unanimously.
The next item on the agenda was the Certificate of Appropriateness#1-2019, Lindsay Dodson, 800
Main Street, Van Buren, AR. Lindsay Dodson presented to the comm ssion an application for a
temporary banner and a sign for her business, Serendipity, LLC. The wooden sign will have wrought
iron metal work, flat black: historic colors are from the Sherwin Williams Historic color chart, with
the script being Art Nouveau, Calligraphic and Nickelodeon. The temporary banner will have the
same colors and font, with an off white background. Ms. Dodson stated she is opening a kid's
boutique and is excited about being in the historic downtown. Sign dimensions are 1806. PAC
printers will be making the sign.. A motion was made by Cathy Gifford and seconded by Justin
Goins to accept that the Certificate of Appropriateness and that it does not significantly affect any
srutounding buildings, and is in accordance with Van Buren Historic District Design Guidelines,
10.25 Signage. A motion to approve was made by Cathy Gifford and seconded by Paul Gibson. The
motion was approved unanimously.
The next item was the update on Mount Olive Church and the Paul Gant House. Chairman Davis
stated the commission is searching fox more information that connects Mount Olive to the African
Episcopal Church, and to possible former African American residences in Van Buren.
Communication is still going on with Citizens Bank concerning the building. The Paul Gant House
needs to have a structural engineer look it over and give us an estimate on what it would cost to
restore before we decide to apply for the national register. Vice President Porter will ask AHPP
when we attend the training in Little Rock on how to proceed.
Next item was for the upcoming training in Little Rock. Derald Porter, Julie Copple and Cathy
Gifford have signed up. There will be an afternoon training on National Register application
instruction and submission.
New/Old Business: Thete will be an IRS Auction on Match 5, 10:OOam, County Courthouse. Vice
Chairman Porter suggested the commission loop at it before that time. Meet at the Bryan House,
Tuesday, Match 26, at 4:OOpm.
A motion was made by Justin Goins and seconded by Paul Gibson to adjourn. The mot on was
approved unanimously.
