PC Minutes 9-3-2019City of Van Buren, Arkansas Municipal Annex 111 North 12� Street • Van Buren, Arkansas 72956 PLANNING COMMISSION MINUTES September 3, 2019 The Van Buren Plannhig Commission held its monthly meeting on Tuesday, September 3, 2019 at 5:30 P.M., in the City Council Room of the Municipal Complex. Members Present — Chaixmau Andy Dibble, Philip Bagby, Maxlc Evans, John Symonds, Jay White, Maxk Evans, Jason Myers and Mason Shirey. Others Present -Wally Bailey, Planning Director, David Martin, City Building Inspector, Candice Settle, City Attorney, Kevin Bell, Ricky Hill, Satterfield Surveying and Aaron Helms. The First item on the agenda was to approve the minutes from the last meeting. A motion was made by Jay White and seconded by John Symonds to approve the meeting minutes. The motion was approved unanimously. Second item on the agenda was a plat review for Ballentine Tracts 2A, 2B and 2C, Ricky Hill from Satterfield Surveying. Planning Director Wally Bailey explained to the commission the plat was reviewed at the last planning commission meeting, but the lot lines had changed from 18.46 acres to 8.46, so the commission needed to review and approve. A motion to approve the plat by John Symonds and seconded by Philip Bagby. The motion was approved unanimously. Next item was the public hearing for Variance#2-2019, 825 South 26thStreet, Jim Petty. A variance is being requested for the addressing of seven buildings to be located in the proposed Patriot park development. The property is laid out in such a way that it will not accommodate the proposed site plan due to the Kibler Road frontage width. Wally Bailey, Planning Director, recommended to the planning commission this ordinance be discussed at a future meeting due to the difficulties on multi -building and multi -tenant developments. A motion to approve the valiance by Mark Evans and seconded by John Symonds. The motion was approved unanimously. The next item was Rezone#3-2019 Aaron Helms, 2803 Oak Lane, from R-3 to C-2. Mr. Helms is proposing a laundromat at this location. Wally Bailey, Planning Director, stated the property has a history of being zoned Commercial. In 2009, a zoning change was approved by the City Council with the passage of Ordinance#25-2009. The property has access to two Collector streets, and the proposed zoning of C-2 is consistent with the Master Land Use Plan Map designation of Commercial. A motion to approve the rezone by Jason Myers and seconded by Jay White. The motion was approved and sent to the City Council for final approval. Next item was Rezone#2-2019, Kevin Bell, Parcel 700-04770-432, from RHI to R-2 or R-3. Mr. Bell stated to the commission he is asking for a rezone on this parcel and the buyer is planning to build a duplex. Wally Bailey, Planning Director, stated the current zoning does not permit the construction of a duplex. Only zero lot line or townhouses are permitted. The development of the lot with a single duplex will be consistent with the master land use plan map. Chairman Dibble asked if the public had any comments. Several homeowners from the neighborhood stated they did not like the rentals in the area because it might bring their property values down. Mr. Bell assured the commission and public the duplex would look much better than a row of townhouses. After a lengthy discussion, the public was satisfied with the R-2 zoning for that parcel. A motion was made by Plulip Bagby and seconded by Jay White to approve the rezone. One abstained. Motion was approved and sent to the City Council for final approval. New/Old Business — Wally Bailey, Planning Duector, stated some of the city or nances needed to be reviewed by the commission for possible amendments or modifications at the next meeting.
