PLANNING COMMISSION MINUTES
Van Buren Public Library
December 1, 2020
The Van Buren Planning Commission held its moodily meeting on'I'uesday, December 1, 2020 at 5:30 P.M., in the Vau
Buren Public Library meeting room, due to the Covid-19 outbreak and CDC guidelines, we were able to obtain the 6-
foot distancing. Planning Commission Secretary Julie Copple did roll call for the commission. Mason Shirey, Lynne
Graham, Mark Evans, Chairman Andy Dibble, Vice Chairman Philip Bagby, Jason Myers, and Jay White were present.
Tiffany Webster and John Symonds wen absent. Also present were Planning Director Wally Bailey, City Inspector
David Martin and City Attorney Candice Settle Others present were Attomey Jacob Howell, Ricky Hill, Satterfield
Surveying and Rick Mooney.
Tlne first item on the agenda was to approve the minutes from the last meeting. A motion was made by Jason Nlyers and
seconded by Jay White to approve the meeting minutes. The motion was approved unanimously.
Next item on the agenda was for annexation of property by Jacob Honvell. Nh. Howell presented the order granting
annexation from the county court by Judge Dennis Gilstrap. Mr. Howell has spoken with the Planning Department
Director, Wally Bailey and other city departments. Chairman Dibble and the commission were having an issue with the
resolution section 3 that stated the city will implement municipal services January 1, 2021. The city does not have to
provide all services. The city can specify in the Resolution, under section 3, the services it Nvill provide. i\h. Howell
stated be is willing to work out any issues with the city. A motion was made by Phillip Bagby and seconded by Jason
Nlyers to advise and recommend to the City Council on the Resolution, Section 3, be amended to clarify what services
will be provided by the city. The motion was approved unanimously.
"Fhe next item on the agenda was the NlcCoy Tracts, Ricky Hill, Satterfield Surveying. Planning Director, Wally Bailey
stated to the commission about the importance of all the plats complying Kith our Nlirninnum Street and Subdivision
Standards. A discussion about the minimum lot size of Track 3D, and the possibility of petitioning for an alley closing
oI this plat, Mr. Hill has decided to table this McCoy Tracts until he can get with the property owners and decide how to
proceed. A motion by Philip Bagby and seconded by Jason Myers to table the plat was approved. The motion was
approved unanimously,
Next item on the agenda is an Abandonment of Utility Easement by Rick Mooney. Planning Director Wally Bailey stated
.the Cit}CouncIl had set the public hearing at the November meeting, and then the application was pulled, due to
communication concerning the city water line. Since that time, the home owners are going ahead with theabandonment
because they are having the water line moved. Rick Ndooney stated to the Planning Commission, the home owner would
like to. proceed with the addition on his house. A motion by Mason Shrey and seconded by Lynne to approve the
abandonment and proceed to the council. The motion was approved unanimously.
