03 March 2006 Regular MINUTES OF THE VAN BUREN, ARKANSAS
CITY COUNCIL MEETING HELD MARCH 20, 2006
The City Council of the City of Van Buren, Arkansas met at 7:00 p.m., Monday, March 20, 2006 at City Hall. The
meeting was called to order by Mayor Riggs. On roll call the following Council members answered as their names were
called: Alderman Swaim, Parker, Moore, Spoon, Dodd, and Sagely. City Attorney Candice Settle and Deputy City
Clerk Connie Hyatt were also present. This made a total of nine (9) present. A quorum was declared.
The Invocation was given by Lang Weir of Hawkins -Weir Engineers.
Next Mayor Riggs led the Pledge of Allegiance.
First on the agenda Chief Jerry McAdoo presented the Fireman of the Year award to Marvin Stout.
On the agenda next, Mayor Riggs asked to adopt the minutes of the Council Meeting on February 27, 2006.
Alderman Dodd made a motion to approve the minutes. Alderman Swaim seconded the motion. On roll call the
following Council members voted aye: Alderman Swaim, Parker, Moore, Spoon. Dodd and Sagely. The following
voted nay: none.
On the agenda next was to consider A RESOLUTION AUTHORIZING THE MAYOR TO OFFER A
PROJECT FOR BID. The Deputy Clerk read the Resolution in its entirety. IvMa Riggs asked if were was any
discussion. 'There was none. Alderman Swaim seconded by Alderman Dodd moved that the Resolution be adopted.
The question was put by Mayor Riggs on the adoption of the motion and the roll being called, the following voted aye:
Alderman Swaim, Parker, Moore, Spoon, Dodd and Sagely. And the following voted nay: none.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was attested by the Deputy
City Clerk and impressed with the seal of the City.

A RESOLUTION AUTHORIZING THE MAYOR TO OFFER A PROJECT FOR
BID.
WHEREAS, Project construction plans for the South 28' Improvement Project
are completed and the project is ready to be bid;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VAN BUREN, ARKANSAS:
SECTION 1: That upon approval of the project from the Arkansas Highway
Transportation Department, the Mayor is authorized to publish a
request for bids on the South 28" Improvement Project.
PASSED AND APPROVED THIS D AY OF MARCH, 2906.

Next on the agenda the Otct Town Merchants Association requested permission to block Main Street to vehicle
traffic from the west end of the 300 block' to the east end of the 800 block and to the first alle yway of each intersecting
street to the north and south for the annual Old Timers Day May 12,13,and 14 the Bike show June 4, Fail Festival
October 13,14 and 15' and Halloween on Main street held Saturday, October 28, 2006. Alderman Swann seconded by
Alderman Moore made a motion to grant the Old Town Merchants Association permission to close the streets. The
Conned followed with a unanimous vote.
Next on the agenda was the Financial Statement. Motion was made by Alderman Swaim and seconded by Alderman
Parker to appropriate the sum of 51.,121,658.66 to pay expenses and salaries for February 2006, presented by the
Deputy City Clerk Treasurer. The Council followed with a unanimous vote..

Next Police Fire, Building Inspector, District Court and Engineer Reports were presented for filing.
Next was time for Miscellaneous and General Discussion. Lori Earp Youth Pastor of the Uniontown Assembly of
God Church requested blocking off 7 Street from 633 Main to the Holiness Block Church starting at 5pm on Saturday
04/22/06 for an area youth rally `Heaven On the Border Alderman Swaim seconded by Alderman Moore made a
motion to grant their request. The Council followed with a unanimous vote.
Next Mayor Riggs spoke about the special census and how it was too costly to have done at this tune. I -Ie also said
they may have to cut back on the new Library because the cost of materials had gone up so much since hurricane
Katrina
Next Mayor Riggs spoke about doing work from Highway 59 to North Hills. He said he would like to do the work
in phases.
Alderman Swaim seconded by Alderman Moore made a motion to adjourn. The Council followed with a unanimous
vote. The meeting adjourned at 7:15 p.m.
