SPECIAL CITY COUNCIL MEETING
HELD SEPTEMBER 4, 2007
A special called meeting of the City Council of the City of Van Buren, Arkansas met at 5:05
p.m., on Tuesday, September 4, 2007 at City Hall. The meeting was called to order by Mayor
Bob Freeman, presiding officer. The Mayor thanked everyone for corning. Council members
present were Alderman Swaim, Parker, Moore, and Johnson. Alderman Dodd and Alderman
Sagely were not present. City Clerk- Treasurer Barbie Curtis and City Attorney Donald Jenkins
were also present. This made a total of seven (7) present. A quorum was declared.
The Mayor ordered spread upon the minutes, the "NOTICE OF SPECIAL MEETING AND
WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING."

NOTICE OF SPECIAL MEETING TO TILE CITY COUNCILMEN
OF THE CITY OF VAN BUREN, ARKANSAS
Notice is hereby given that a Special Meeting of the City Council of the City of Van
Buren, Arkansas, will be held at the Municipal Complex at 5:00 P.M. on Tuesday,
September 4, 2007, for the following purpose:
Consider Trails Grant Application.
CERTIFICATE OF SERVICE OF NOTICE
I, Barbie Curtis, the duly appointed City Clerk- Treasurer of the City of Van Buren,
Arkansas, DO HEREBY CERTIFY that on the 4 day of September, 2007, I served a
true copy of the foregoing Notice of Special Meeting to each and every Councilman of
the City of Van Buren, Arkansas, by handing a copy to each, in the manner provided in
the By -Laws.

WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned City Councilmen of the City of Van Buren, Arkansas, do hereby
accept service of the NOTICE OF SPECIAL MEETING, waiving any and all
irregularities in such service and in such Notice and Consent agree that the said City
Councilmen of the City of Van Buren, Arkansas, shall meet at the time and place amed
in such Notice and for the purpose stated therein.
On the agenda was to consider A RESOLUTION EXPRESSING THE WILLINGNESS
OF THE CITY OF VAN BUREN TO UTILIZE FEDERAL -AID MONEYS TO
DEVELOP AND IMPROVE THE SCENIC WALKING TRAIL AT THE VAN BUREN
CITY PARK, AND FOR OTHER PURPOSES. The Mayor asked that the City Clerk read the
Resolution. The Clerk read the Resolution in its entirety. Mayor Freeman asked if there was any
discussion. There was none. Alderman Swaim seconded by Alderman Parker moved that the
Resolution be adopted. The question was put by Mayor Freeman on the adoption of the motion
and the roll being called, the following voted aye: Alderman Swaim, Parker, Moore and
Johnson. And the following nay: none.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was
attested by the City Clerk and impressed with the seal of the City.

RESOLUTION NO. 1- I -2007
BE IT ENACTED BY TIIE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS, A RESOLUTION TO BE ENTITLED.
A RESOLUTION EXPRESSING THE WILLINGNESS OF THE
CITY OF VAN BUREN TO UTILIZE FEDERAL -AID
MONEYS TO DEVELOP AND IMPROVE THE SCENIC
WALKING TRAIL AT THE VAN BUREN CITY PARK, AND
FOR OTIIER PURPOSES.
WHEREAS, the City of Van Buren has applied for funding though the Arkansas Recreational
Trails Program to develop and improve the scenic walking trail at the Van Buren City
l'ark; and
WHEREAS, the City of Van Buren is willing and able to provide the required twenty percent
(20 funding of the total project cost; and
WHEREAS, the City understands that Federal -Aid Funds are available for this project on a
reimbursable basis, requiring work to be accomplished and proof of payment to be
provided prior to actual monetary reimbursement; and
WHEREAS, the City understands that there will be no reimbursement for any work accomplished
prior to the issuance by the Arkansas Stale Highway and Transportation Department
of an official Notice to Proceed; and
WHEREAS this project, using federal funding, will be open and available for use by the general
public and maintained by the applicant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF VAN BUREN,
ARKANSAS, THAT:
SECTION 1: The City of Van Buren, Arkansas will participate in accordance with its designated
responsibility, including maintenance of this project.
SECTION 2: The Mayor Robert Freeman is hereby authorized and directed by the City Council to
execute all appropriate agreements and contracts necessary to expedite the
construction of the above stated project.
SECTION 3: The City Council pledges its full support and hereby authorizes the City of Van
Buren to cooperate fully with the Arkansas State Highway and Transportation
Department to initiate action to implement this project
IN TESTIMONY WHEREOF, the City of Van Buren, Arkansas, by its City Council, did
pass, approve, and adopt, by a vote of 4 for and 0 against, the foregoing Resolution at its meeting
held on the 4th day of September 2007.

Mayor Freeman spoke saying there are going to be flashing lights installed at Coleman Jr. High
School and Van Buren High School. A M Railroad will be installing new railroad ties by Butterfield
Jr. High School. They will do the work if we pay for the supplies.
Alderman Swaim seconded by Alderman Johnson made a motion to adjourn The Council followed
with a unanimous vote. The meeting adjourned at 5:15 p.m.
