04 April 2007 SpecialMINUTES OFTHE VAN BUREN, ARKANSAS SPECIAL CITY COUNCIL MEETING HELD APRIL 25, 2007 A special called meeting of the City Council of the City of Van Buren, Arkansas met at 5:00 p.m., on Wednesday, April 25, 2007 at City Hall. The meeting was called to order by Mayor Bob Freeman, presiding officer. The Mayor thanked everyone for coming. Council member present were Alderman Swaim, Parker, Moore, Dodd, and Sagely. Alderman Johnson was not present. City Clerk- Treasurer Barbie Curtis and City Attorney Donald Jenkins were also present. This made a total of eight (8) present. A quorum was declared. The invocation was given by Alderman David Moore. Next the Mayor led the Pledge of Allegiance. The Mayor ordered spread upon the minutes, the "NOTICE OF SPECIAL MEETING AND WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING." NOTICE OF SPECIAL MEETING NOTICE OF SPECIAL MEETING TO THE CITY COUNCILMEN OF TIIE CITY OF VAN BUREN, ARKANSAS Notice is hereby given that a Special Meeting of the City Council of the City of Van Buren, Arkansas, will be held at the Municipal Complex at 5:00 P.M. on Wednesday, April 25, 2007, for the following purpose: State City usage of 1 -cent, county -wide continuing sales tax proceeds and City Council's endorsement of sales tax to bpvetFd on Tue May 8, 2007. BOB PREB CERTIFICATE OF SERVICE OF NOTICE L Barbie Curtis, the duly appointed City Clerk- Treasurer of the City of Van Buren, Arkansas, DO HEREBY CERTIFY that on the 25 day of April, 2007, I served a true copy of the foregoing Notice of Special Meeting to each and every Councilman of the City of Van Buren, Arkansas, by handing a copy to each, in the manner provided in the By -Laws. L BAR t IE CURTIS CITY CLERK- TREASURER WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING We, the undersigned City Councilmen of the City of Van Buren, Arkansas, do hereby accept service of NOTICE OF SPECIAL MEETING, waiving any and all irregularities in such service and in such Notice and Consent agree that the said City Councilmen of the City of Van Buren, Arkansas, shall meet e time a place named in such Notice and for the purpose stated therein. .L! 4 r P On the agenda was to consider A RESOLUTION COMMITTING THE CITY TO USAGE OF COUNTY SALES TAX PROCEEDS AND ENDORSING THE CONTINUATION OF THE I -CENT COUNTY -WIDE SALES TAX. The Mayor asked that the City Clerk read the Resolution. The Clerk read the Resolution in its entirety. Mayor Freeman asked if there was any discussion. The Mayor spoke saying how he had received a phone call from Alderman Johnson who totally endorsed this Resolution. Alderman Swaim seconded by Alderman Moore moved that the Resolution be adopted. The question was put by Mayor Freeman on the adoption of the motion and the roll being called, the following voted aye: Alderman Swaim, Parker, Moore, Dodd. and Sagely. And the following voted nay: none. The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was attested by the City Clerk and impressed with the seal of the City. THE RESOLUTION WAS GIVEN THE NUMBER 4 -6 -2007 CITY OF VAN BUREN,ARKANSAS RESOLUTION NO. b ,2007 A RESOLUTION COMMITTING'I'HE CITY TO USAGE OF COUNTY SALES TAX PROCEEDS AND ENDORSING THE CONTINUATION OF TIIE I -CENT COUNTY -WIDE SALES TAX. WHEREAS, There is a need to commit the City to certain uses of the proceeds if the 1 -cent, county -wide sales tax is passed on May 8, 2007: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VAN I3UREN, ARKANSAS: THAT, THAT, ATTESTED: E .rr�, C'u CITY CLERK TREASURER The following commitments are made on behalf of the City if continuation of the I -cent, county -wide sales tax is passed on May 8, 2007: 1. 75% Capital Improvements, with top priority given to streets and drainage. 2. 25% Public Safety (police and fire protection). The Van Buren Mayor and City Council whole heartedly endorse the passage of this county -wide sales tax and urge the citizens of Van Buren to vote to continue this 1 -cent, county-wide sales tax on May 8, 2007. PASSED AND APPROVED THIS (2.5 OF APRIL, 2007. City Attorney Donald Jenkins spoke as a citizen saying how the tax has benefited the city and the county.
