CITY COUNCIL MEETING FEBRUARY 25, 2008
The City Council of the City of Van Buren, Arkansas met at 7:00 p.m. Monday, February
25, 2008 at City Hall. The meeting was called to order by Mayor Freeman. On roll call the
following Council members answered as their names were called: Alderman Swaim, Parker,
Moore, Johnson, Dodd and Sagely. City Attorney Donald Jenkins and City Clerk Treasurer
Barbie Curtis were also present. This made a total of nine (9) present. A quorum was declared.
The invocation was given by Dr. Elliott Hays of Hays Chiropractic.
Next, Mayor Freeman led the Pledge of Allegiance.
On the agenda next, Mayor Freeman gave the State of the City Report. A copy of the Report
is attached and made part of the minutes.
On the agenda next, Mayor Freeman asked to adopt the minutes of the Council Meeting on
January 28, 2008. Alderman Swaim made a motion to approve the minutes. Alderman Dodd
seconded the motion. On roll call, the following Council members voted aye: Alderman Swaim,
Parker, Moore, Johnson, Dodd and Sagely. The following voted nay: none.
On the agenda next was to consider A RESOLUTION APPROVING AND ACCEPTING
THE FINAL PLAT OF "ARMSTRONG TRACTS PHASE I" (Tracks 1 -7), WITHIN
THE PLANNING JURISDICTION OF THE CITY OF VAN BUREN, ARKANSAS. The
Clerk read the Resolution in its entirety. Mayor Freeman asked if there was any discussion.
There was none. Alderman Swaim seconded by Alderman Dodd moved that the Resolution be
adopted. On the Clerk's calling the roll, the following voted resulted: Ayes Alderman Swaim,
Parker, Moore, Johnson, Dodd and Sagely. Nays none.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was
attested by the City Clerk and impressed with the seal of the City.

A RESOLUTION AUTHORIZING TUE MAYOR TO SUBMIT
AN APPLICATION FORA GIF FIRE PROTECTION GRANT
ON BEHALF OF THE CITY OF VAN BUREN FIRE
DEPARTMENT, AND FOR OTHER PURPOSES.
WHEREAS, the Van Buren City Council has determined that the Van Buren Fire Department
meets eligibility requirements necessary to apply for a grant under the 2008 General
Improvement Fund Grant Program for the purchase of "fire protection [and]
communication equipment"; and
WHEREAS, the Van Buren Fire Department has presented plans to purchase certain
communications equipment for all of its pumper trucks, allowing for instantaneous
and continuous communications between the drivers, the dispatchers, and the fire
crews; and
WHEREAS, the Van Buren City Council recognizing the need for this project for the protection
of its citizens, and its fire and rescue personnel, concurs its importance, and supports
the Van Buren Fire Department in its efforts to proceed with the same; and
NOW, THEREFORE, BE IT RESOLVED BY TIIE CITY COUNCIL OF VAN BUREN,
ARKANSAS, 'THAT:
SECTION I: The City Council recognizes the need and benefit to purchase certain
communications equipment for all of its pumper trucks, allowing for instantaneous
and continuous communications between the drivers, the dispatchers, and the fire
crews, and fully supports the application for the grant provided for herein.
SECTION 2: The Mayor is hereby authorized to submit an application of formal request to the
Arkansas Department of Rural Services and the Arkansas Rural Development
Commission for purposes of securing state GIF Fire Protection grant funds in the
amount of S20,174.08 to cover and assist the Van Buren Fire Department in
executing the proposed project described herein.
SECTION 3: The Mayor is further authorized to administer the grant funds for this project, which
will be completed within 18 months after the date of the award.

moved that the rules be suspended and the Ordinance be placed on its second reading. The
motion was seconded by Alderman Moore. On the Clerk's calling the roll, the following vote
resulted: Ayes Alderman Swaim, Parker, Moore, Johnson, Dodd and Sagely. The Mayor
declared the motion carried as there were six (6) ayes and (0) nays. Four (4) votes being
necessary for passage. The Clerk then read the Ordinance the second time.

third and final reading. The motion was seconded by Alderman Moore. On the Clerk's calling

Next on the agenda was a request from Van Buren High School Career Academies to close
the block of Main Street on which the King Opera House sits from 4:00 p.m. to 9:00 p.m. on
May 6, 2008. Alderman Swaim seconded by Alderman Johnson made a motion to grant the
request. The Council followed with a unanimous vote.
Next on the agenda was a request from King School PTA to close several streets for their
annual 5K run on April 5, 2008 starting at 8:30 a.m. Alderman Swaim seconded by Alderman
Johnson made a motion to grant the request. The Council followed with a unanimous vote.
Next on the agenda was Boards and Commissions. Mayor Freeman presented a letter to the
City Council recommending that Lisa Darden be appointed to replace Anita Gibson as a member
of the Municipal Auditorium Commission that will expire September 14, 2012. Alderman
Swaim seconded by Alderman Parker made a motion to grant the recommendation. The Council
followed with a unanimous vote.
Next on the agenda was the Financial Statement. Motion was made by Alderman Swaim
and seconded by Alderman Dodd to appropriate the sum of $1,928,666.18 to pay expenses and
salaries for January 2008, presented by the City Clerk. The Council followed with a unanimous
vote.
