MINUTES OF THE VAN BUREN,ARKANSAS
CITY COUNCIL MEETING OCTOBER 28,2019
The City Council of the City of Van Buren, Arkansas met at 5:30 p.m. Monday, October
28, 2019 at City Hall. The meeting was called to order by Mayor Joseph Hurst. On roll call,the
following Council members answered as their names were called: Council Member Dodson,
Kneeland, Petty, Sparkman, Swaim and Wood. City Clerk-Treasurer Phyllis Thomas was
present. City Attorney Candice Settle was absent. This made a total of eight(8)present. A
quorum was declared.
The invocation was given by Pastor Brad Corcoran of New Vision Worship Center.
Mr. Corcoran then led the Pledge of Allegiance.
Mayor Hurst then asked to adopt the minutes of the Regular Council Meeting on
September 23, 2019. Council Member Kneeland made a motion to approve the minutes.
Council Member Swaim seconded the motion. On roll call,the following Council members
voted aye: Council Member Wood, Sparkman, Kneeland, Petty, Dodson and Swaim. The
following voted nay: none.
On the agenda next was to consider A RESOLUTION AWARDING A
SERVICE SIDEARM TO CAPTAIN BRENT GRILL UPON HIS RETIREMENT.
The Clerk read the Resolution in its entirety. Mayor Hurst asked if there was any
discussion. There was none. Council Member Sparkman seconded by Council Member
Dodson moved that the Resolution be adopted. On the Clerk's calling the roll, the
following vote resulted: Ayes—Council Member Wood, Sparkman, Kneeland,Petty,
Dodson and Swaim.Nays—None.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which
was attested by the City Clerk and impressed with the seal of the City.

WHEREAS, Van Buren Police Captain Brent Grill is retiring from the City on November 30,
2019 after 32 years,5 months and 15 days of service;and
WHEREAS, Captain Brent Grill has demonstrated his dedication to duty and to the
citizens of the City of Van Buren,Arkansas;and
WHEREAS, upon regular service retirement under honorable circumstances,the City wishes to
recognize Captain Brent Grill's service as a police officer,and award to him
his issued sidearm carried by him at the time of his retirement from service.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VAN BUREN,ARKANSAS,THAT:
SECTION 1: The City Council for the City of Van Buren adopts this Resolution awarding this
service sidearm,a Glock G45,Generation 5,9mm caliber pistol,Serial Number

PURPOSES AND FOR THE PUBLIC LIBRARY PURPOSES FOR THE YEAR
2019; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. The
Clerk read the Ordinance in its entirety. Council Member Swaim moved that the rules be
suspended and the Ordinance be placed on its second reading. The motion was seconded
by Council Member Kneeland. The council followed with a unanimous vote. The Clerk
then read the Ordinance the second time.
Council Member Swaim moved that the rules be further suspended and the
Ordinance placed on the third and final reading. The motion was seconded by Council
Member Dodson. The council followed with a unanimous vote. The Clerk then read the
Ordinance the third and final time. The Mayor asked if there was any discussion.
Council Member Petty questioned some grammatical issues in the third whereas, as well
as, a consistency issue in Sections 1 and 2.
The Mayor then put the question, "Shall the Ordinance pass?" Motion was made by
Council Member Sparkman and seconded by Council Member Kneeland to adopt the Ordinance
as amended. On the Clerk's calling the roll,the following vote resulted: Ayes—Council
Member Wood, Sparkman, Kneeland, Petty, Dodson and Swaim.Nays—None. The Mayor
declared the motion carried as there were six (6) ayes and(0)nays. Four(4)votes being
necessary for passage.
Motion was made by Council Member Wood and seconded by Council Member Petty,
that the emergency clause be adopted. On the Clerk's calling the roll,the following vote resulted:

Next on the agenda was Boards and Commissions. The Van Buren Advertising &
Promotion Commission recommended the re-appointment of Debbie Foliart to another
term. Also,the Van Buren Library Board recommended the re-appointment of Kathy
Hubbs and Jackie Wyatt to another term. Council Member Wood, seconded by Council
Member Dodson made a motion to grant the nominations. The Council followed with a
unanimous vote.
Next, Police, Fire, Building Inspector, Public Works/Planning, and Ambulance
reports were presented for filing. There being no further questions or changes,the reports
were filed as submitted.
Next on the agenda was Miscellaneous and General Discussion. The council had a
request from Mr. Les Thomas, Jr. to close Main Street and the adjacent streets from 3r1
Street to 1 lth Street including Log Town Hill just north of the tracks on Monday,
November 11, 2019 for the Veteran's Day Parade. The Old Town Merchant's
Association also requested to close the 400-700 blocks of Main Street for a New Year's
Eve Ball Drop event to be held in downtown Van Buren on December 31, 2019 from
4:00 p.m. to 2:00 a.m. Motion was made by Council Member Sparkman and seconded by
Council Member Swaim to approve the requests. The council followed with a unanimous
vote.Next, Almost Home Shelter submitted a quarterly report presented by Ms. Connie
Martin.
There being no further business,motion was made by Council Member Sparkman and
seconded by Council Member Swaim to adjourn. The Council followed with a unanimous vote.
