Planning Commission Minutes May 1, 2018City of Van Buren, Arkansas Municipal Annex 111 North 12'h Street • Van Buren, Arkansas 72956 PLANNING COMMISSION MINUTES May 1, 2018 The Van Buren Planning Commission held its monthly meeting on Tuesday, May 1, 2018 at 5:30 P.M., in the City Council Room of the Municipal Complex. Members Present — Chairman Andy Dibble, Vice Chairman Philip Bagby, Mark Evans, John Symonds, Lynne Graham, Jay White, Mason Shirey and Jason Myers. Others Present -Joseph Hurst, Planning Director, Julie Copple, Planning Commission Secretary, David Martin, City Building Inspector, Candice Settles, City Attorney, Keith Joyce and Brad Redding. The first item on the agenda was to approve the minutes from the previous meeting. A motion was made by John Symonds and seconded by Jay White to approve the minutes. The motion was approved unanimously. Next item on the agenda was the public hearing for Variance#3-2018, Keith Joyce, 1305 Sylvan Hills Blvd, Van Buren. Mr. Joyce addressed the commission requesting a side yard variance to the city zoning ordinance from 15ft to 13ft. Mr. Joyce explained he needed the extra space for a work area. No hardship stated for the variance. A motion was made by John Symonds and seconded by Mark Evans to deny the variance. The motion was carried unanimously. The next item on the agenda was for the re -appointment term approvals to the City Council for Andy Dibble and Jay White. A motion was made by Philip Bagby and seconded by Jason Myers recommending to the city council approval of commissioner's re -appointment term. The motion was approved unanimously. Next item on the agenda was a discussion with Brad Redding, Red Valley Apartments and Storage, concerning the use of his property at 3115 Oak Lane, Van Buren. Mr. Redding is proposing an RV Park, 20 spaces, with concrete pads, water and sewer. This RV Park is being planned for short term, overnight and monthly rentals. The property is currently zoned C-2. After a lengthy discussion with the commission, city planner and city attorney, it was determined there is no reference in the Permitted and Conditional Use Legend for an RV Park. A recommendation was made by Chairman Andy Dibble to modify the Permitted and Conditional Use Legend by adding "RV Parks" on a separate line item in zones R-4, Mobile Home District, R-5, Single Family and Manufactured Home Residential District and C-2 Commercial Thoroughfare as a conditional use. A motion was made by Philip Bagby and seconded by Jason Myers for recommendation to the city council by the Planning Commission, a modification to the Permitted and Conditional Use Legend, conditional only in R-4, R-5 and C-2. The motion was approved unanimously. Mr. Redding was instructed to apply for a Conditional Use Permit, through the Planning Department as his next step.
