PLANNING COMMISSION MINUTES
March 6, 2018
The Van Buren Planning Commission held its monthly meeting on Tuesday, March 6, 2018 at 5:30 P.M., in the City
Council Room of the Municipal Complex.
Members Present — Chairman Andy Dibble, Vice Chairman Philip Bagby, John Symonds, Mark Evans, Jason Myers, Jay
White and Mason Shirey. Others Present Julie Copple; Planning Commission Secretary, David Martin, City Budding
Inspector, Ricky Hill, Satterfield Surveying, Steve Gann and Todd Mooney, Nf&G Development.
The first item on the agenda was to approve the minutes from the previous meeting. A motion was made by Vice
Chairman Philip Bagby and seconded by Mason Shirey to approve the minutes. The motion was approved unanimously.
Next item on the agenda was the public hearing for Rezone#2-2018, M&G Development, Todd Mooney and Steve
Gann. M&G Development was requesting a rezone for the property located at 106 South 4011' Street, Van Buren,
Arkansas, from R-5 (Single Family and Manufactured Home Residential District) to R-3 (Multi -family Residential
District). M&G Development plan to build multi family duplexes with a proposed covered pavilion in the center.
Chairman Andy Dibble asked if a privacy fence was going to be built. Mr. Mooney stated they are. planning to build a six
foot privacy fence. Mark Evans stated he likes the design of these duplexes, and that they are a better fit with this
neighborhood.. A motion was made by Jason Myers and seconded by Jay White to approve the rezone. The motion was
approved unanimously.
The next item on the agenda was for the abandonment application, Larry Breeden and Ricky Hill from Satterfield
Surveying. The application from Satterfieldwas requesting the abandonment for rights-of-way and an alley located in the
Meyer's Addition. Mr. Ricky Hill statedthe property will be used for commercial business use and needs to create a
fenced parcel to prohibit public access. A motion was made by Vice Chairman Philip Bagby and seconded. by John
Symonds to recommend the abandonment to the city council for public hearing. The motion was passed with 6 in favor
and Mason Shirey abstaining.
Next item was new/old business. Chairman Dibble stated the working group has met two times over the last month
looking at cleaning up and clarifying some stuff concerning our height restrictions, zoning, metal buildings,. landscaping
and more. Chairman Dibble stated he and Joe Hurst, Planning Director, will attend the next city council meeting to
explain what the commission will be working on and hopefully get some input or participation.
