12 December 2017 Regular MINUTES OF THE VAN BUREN,ARKANSAS CITY COUNCIL MEETING DECEMBER 18, 2017 The City Council of the City of Van Buren, Arkansas met at 5:30 p.m. Monday, December 18, 2017 at City Hall. The meeting was called to order by Mayor Freeman. On roll call,the following Council members answered as their names were called: Council Member Wood, Sparkman, Kneeland, Petty, Moore and Swaim. City Clerk-Treasurer Phyllis Thomas and City Attorney Candice Settle were present. This made a total of nine (9)present. A quorum was declared. The invocation was given by Officer George Edelen of the Van Buren Police Department. Mr. Edelen then led the Pledge of Allegiance. Students from Butterfield Trail Middle School made a presentation to the council for School Zone Beacons. Mayor Freeman stated he will be bringing this to the council next month for approval to purchase four lights for Butterfield Trail Middle School. Mayor Freeman then asked to adopt the minutes of the Regular Council Meeting on November 27, 2017. Council Member Swaim made a motion to approve the minutes. Council Member Wood seconded the motion. On roll call, the following Council members voted aye: Council Member Wood, Sparkman, Kneeland, Petty, Moore and Swaim. The Clerk read the Ordinance in its entirety. Council Member Wood moved that the rules be suspended and the Ordinance be placed on its second reading. The motion was seconded by Council Member Kneeland. The council followed with a unanimous vote. The Clerk then read the Ordinance the second time. Council Member Wood moved that the rules be further suspended and the Ordinance placed on the third and final reading. The motion was seconded by Council Member Kneeland. City Planner Joe Hurst introduced Brannon Pack with OORC who will be instrumental in forming our master parks plan for this trail. Council Member Wood agreed that this is a much needed facility for our area. The Mayor then put the question, "Shall the Ordinance pass?" Motion was made by Council Member Petty and seconded by Council Member Wood to adopt the Ordinance. Mayor Freeman stated the reason for the update to require Conditional Uses in all areas is because churches are no longer just a one day a week facility. City Attorney Candice Settle did raise concern about there being no zone that allows for churches with no Planning Commission approval. City Planner Joe Hurst addressed that in the Planning Commission meeting and recommended C-2 as the zone we could do that in, but ultimately the Planning Commission decided to make it uniform across the board. Mayor Freeman asked the council to consider passing this with an amended legend to allow for churches in C-2 without a Conditional Use. Council Member Petty made a motion to amend the legend to permit churches in C-2. The Mayor then put the question, "Shall the Ordinance pass?"
