Planning Commission Meeting Minutes 4-7-16City of Van Buren, Arkansas Municipal Annex 111 North 12"' Street • Van Buren, Arkansas 72956 PLANNING COMMISSION MINUTES April 5, 2016 The Van Buren Planning Commission held its monthly meeting on Tuesday, April 5, 2016 at 5:30 P.M., in the City Council Room of the Municipal Complex. Members Present — Vice Chairman Philip Bagby, Mark Evans, Lynne Graham, Jason Myers, Sam McCain, John Symonds and Tiffany Webster. Others Present- Planning Director Joe Hurst, Planning Assistant Julie Copple, Building Inspector David Martin, City Attorney Candice Settle, Ricky Hill from Satterfield, Ragon Clements from Clements Homes and Edith Dennis, citizen of Van Buren. The first item on the agenda was to approve the minutes from the previous meeting. A motion was made by John Symonds and seconded by Sam McCain to approve the minutes. The motion was approved unanimously. Due to Clements Homes, item#2 on agenda being late, the order was adjusted to hear item #3 Variance to the Board of Adjustments. Ricky Hill, 2913 Alma Hwy. Mr. Hill stated the existing setbacks will not allow expansion of building for office space. Mr. Hill is requesting for the variance to change the set back on the north side yard from 10' to 8' and to reduce the south side yard setback from 10' to 0.44'. Vice Chairman Bagby asked the city if they had any issues. None were stated. A motion was made by Jason Myers and seconded by Mark Evans to approve the variance. The motion was approved unanimously. Next item on the agenda will be #2, Conditional Use Permit for Clements Homes. Mr. Ragon Clements is requesting a conditional use permit for 2518 Bill Street. The proposed home will be used as a sales center for homes sold within the subdivision. There will be 20 lots for sale. Vice Chairman Bagby asked if there were any comments and/or questions from the city or commission. None stated. A motion was made by Tiffany Webster and seconded by Jason Myers to approve the conditional use permit for 2518 Bill Street. The motion was approved unanimously. Item #4 on the agenda was other business. Mr. Ricky Hill would like an informal discussion with the commission regarding the rezone of the property owned by Andy Greenwood. The commission denied the rezone request from Mr. Greenwood, at the July 2015 meeting. At the time, the church in that neighborhood, was opposed to the rezone, but now have changed their minds and want to support the rezone. During the informal discussion, the commission stated the rezone was denied based on C-2 not going further into the neighborhood zoned R-3. No applications for zoning amendments will be considered by the Planning Commission within twelve months from the date of final disapproval of a proposed amendment unless there is evidence submitted to the Planning Commission, which justifies reconsideration.
