SPECIAL CITY COUNCIL MEETING
HELD MARCH 19, 2015
A special called meeting of the City Council of the City of Van Buren, Arkansas met at
6:00 p.m., on Thursday, March 19, 2015 at the new Van Buren Police Department. The meeting was
called to order by Mayor Freeman. Council members present were Alderman Parker, Petty,Moore,
Swaim, Dodd and Sparkman. City Attorney Candice Settle was also present. City Clerk-Treasurer
Barbie Curtis was absent. This made a total of eight(8) present. A quorum was declared.
The Mayor ordered spread upon the minutes, the"NOTICE OF SPECIAL MEETING
AND WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING."

On the agenda next was to consider A RESOLUTION EXPRESSING THE
WILLINGNESS OF THE CITY OF VAN BUREN,ARKANSAS TO UTILIZE
FEDERAL-MD TRANSPORTATION ALTERNATIVE PROGRAM FUNDS. City
Attorney, Candice Settle,read the Resolution in its entirety. Mayor Freeman asked if there was
any discussion. Alderman Petty asked if this comes out of our Capital Improvement Fund. Mayor
Freeman replied yes 20%match will be funded out of Capital Improvements and will run from
Highway 59 down to Rena Elementary School. Alderman Parker seconded by Alderman Swaim
moved that the Resolution be adopted. On the Mayor's calling the roll,the following vote
resulted: Ayes—Alderman Petty, Moore, Swaim, Dodd, Sparkman and Parker.Nays—none.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which
was attested by the City Clerk and impressed with the seal of the City.

BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION EXPRESSING ME WILLINGNESS OF THE
CITY OF VAN BUREN, ARKANSAS TO UTILIZE FEDERAL-
AID TRANSPORTATION ALTERNATIVE PROGRAM FUNDS.
WHEREAS, the City of Van Buren,Arkansas understands Federal-Aid Transportation
Alternative Funds are available at 80%federal participation and 20%local match
to develop or improve the Rena Road Sidewalk Project;and
WHEREAS, the City understands that Federal-Aid Funds are available for this project on a
reimbursable basis,requiring work to be accomplished and proof of payment prior
to actual monetary reimbursement;and
WHEREAS, this project,using federal funding,will be open and available for use by the
general public and maintained by the applicant for the life of the project.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF VAN BUREN,ARKANSAS,THAT:
SECTION 1: The City of Van Buren,Arkansas will participate in accordance with its designated
responsibility,including maintenance of this project.
SECTION 2: The Mayor and City Clerk are hereby authorized and directed to execute all
appropriate agreements and contracts necessary to expedite the construction of the
above stated project.
SECTION 3: The City of Van Buren,Arkansas pledges its full support and hereby authorizes the
the Mayor and City Clerk to cooperate with the Arkansas State Highway and
Transportation Department to initiate action to implement this project.

Next,Alderman Moore asked if the city had passed where all subdivisions are required to
put in sidewalks. Mayor Freeman replied that back in the original study the majority of the input
was from builders and they did not recommend building sidewalks, now there is more public
interest and he believes that the planning commission will come back to the council with a
recommendation to have sidewalks be a requirement.
There being no further business, motion was made by Alderman Parker seconded by
Alderman Sparkman to adjourn. The Council followed with a unanimous vote. The meeting
adjourned at 6:15 p.m.
