10 October 2003 Regular MINUTES OF THE VAN BUREN, ARKANSAS
CITY COUNCIL MEETING HELD OCTOBER 20, 2003
The City Council of the City of Van Buren, Arkansas met at 7:00 p.m., Monday, October 20, 2003, at City Hall.
The meeting was called to order by Mayor Riggs, presiding Officer. On roll call the following members answered
as their names were called: Alderman Swaim, Parker, Dodd, Spoon and Barker. City Clerk Barbie Curtis was also
present. Alderman Moore and City Attorney Candice Settle were absent. This made a total of seven(7)present. A t'
quorum was declared.
The Invocation was given by Reverend George Lynn, Chaplin of the Van Buren Police Department and Pastor of
the Living Word Baptist Church.
Next the Mayor led the Pledge of Allegiance. F
Next the Mayor introduced Zach Merrick, son of George and Laura Merrick and grandson of Doctor M. C. and
Billy Edds. He is a member of the Boy Scouts troop number 23 and is working on his Citizenship and Community
Badge. The Mayor asked Zach to introduce his guests, which was a group of Boy Scouts, and his father. Mayor
Riggs said he was glad to have them at the meeting.
The Mayor asked Reverend George Lynn to introduce his guest. Reverend Lynn introduced his guest Matt Stout,
a member of his church. Mayor Riggs said he was glad to have him at the meeting.
Then Mayor Riggs introduced the new Fire Chief Jerry McAdoo.
On the agenda next, Mayor or Riggs asked to adopt the minutes of the Council Meeting on September 15, 2003.
Alderman Swaim made a motion to approve the minutes. Alderman Dodd seconded the motion. On roll call the
following Council members voted aye: Alderman Swaim, Parker, Dodd, Spoon and Barker. The following voted
nay: none.
On the agenda next was to consider A RESOLUTION AUTHORIZING THE PURCHASE OF FOUR(4)
POLICE CARS UNDER THE STATE CONTRACT. The Clerk read the Resolution in its entirety. The Mayor
asked if there was any discussion. There was none. Alderman Swaim seconded by Alderman Spoon moved that the
Resolution be adopted. The question was put by Mayor Riggs on the adoption of the motion and the roll being called,
the following voted aye: Alderman Swaim, Parker, Dodd, Spoon and Barker. And the following voted nay: none.
The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was attested by the City
Clerk and impressed with the seal of the City.

A RESOLUTION AUTHORIZING THE PURCHASE OF FOUR (4) POLICE CARS F
UNDER THE STATE CONTRACT.
WHEREAS, Under authority of A.C.A. 19-11-201,and following,and Resolution 2-2-
1993, the City of Van Buren, Arkansas is authorized to purchase certain
equipment including cars,under state procurement contracts and that such
purchases are exempted from the requirements of competitive bidding;
and
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF VAN BUREN,
ARKANSAS:
SECTION 1: The Mayor is authorized to enter into a purchasing agreement for two(2)
2004, Ford Crown Victoria Police Specials and two (2) 2004 Chevrolet
Impala Police Specials for the price of $73,746.00
under the state procurement subject to Resolution 2-2-1993. These police
cars will be purchased by use of federal drug forfeiture monies.

Next on the agenda was a recommendation by the Boards and Commissions. The A&P Commission requested
approval for Renee Baldwin to fill the vacancy of James Garner who resigned. Her term will begin on October 20,
2003 and will expire September 20, 2005. Motion was made by Alderman Parker and seconded by Alderman Swaim
to accept the recommendation. The Council followed with a unanimous vote.
Next the Van Buren Historic District Commission recommended Dwight Hopkins to fill the vacancy of Kathryn
Harter who resigned. Motion was made by Alderman Dodd and seconded by Alderman Swaim to accept the
recommendation. The Council followed with a unanimous vote.
Next on the agenda was the Financial Statement. Motion was made by Alderman Swaim and seconded by
Alderman Spoon to appropriate the sum of $855,324.22 to pay expenses and salaries for September 2003, presented
by the City Clerk Treasurer. The Council followed with a unanimous vote.

Next Police, Fire, Building Inspector, District Court and Engineer Reports were presented for filing. 1
Next was time for miscellaneous and general discussion. Mayor Riggs said the City of Van Buren was selected
as one of the twelve(12) Cities to win the Volunteer Award. Mayor Riggs thanked Vivian Mitchell, the
Administrative Assistant, and Maryl Koeth with the A&P Commission for all the hard work they had done. t
Alderman Parker thanked Vivian Mitchell for all the years of wonderful recognition she had worked on for the City
of Van Buren.
Mayor Riggs said the Council would meet on the last Monday of the month in November and he said they would
have a study session with all the department heads on the budget, sometime in November. The Mayor said they I
would call everyone and get a good date set.
There being no further business Alderman Swaim seconded by Alderman Spoon made a motion to adjourn. The
Council followed with a unanimous vote. The meeting adjourned at 7: 10 p.m.
