12 December 2005 Regular \'II'C`;TES OF THE VAN BUREN, ARKANSAS CITY COUNCIL MEETING HELD DECEMBER 19, 2005 The City Council of the City of an Buren, Arkansas met at 7:00 p.m.. Monday, December 19. 2005 ai City Hail. The meeting was called to order by Mayor Riggs. On roll call the following Council members answered as their names were called: Alderman Swaim, Parker, Moore, Spoon, Dodd. and Sagely. City Attorney Candice Settle and City Clerk Barbie Curtis were also present. This made a total of nine (9) present. A quorum was declared. The Invocation was gi=ven by Fred Williams of Williams Crawford & Associates Advertising. text Mayor Riggs led the Pledge of Allegiance. On the agenda next. \favor Riggs asked to adopt the minutes of the Council Meeting on November 21. 2005 and the Speeiai Called Council \ieeting on December /,2005. Alderman Parker made a motion to approve the titinutes. Ald rrnaii Swaim seconded the motion. On roll call the following Council members voted aye: ;Alderman Swaim, Pai-k i. Moore, Spoon, Dodd and Sagch. the following voted nay: none. On the agenda next was to consider A RESOLUTION ADOPTING A PROPOSED BUDGET FOR THE FISCAL YEAR ENDING DECEMBER 31, 2006. The Clerk read the Resolution in its entirety. Mayor Riggs asked ii there was any discussion. There was none. Alderman Swaim seconded by Alderman Moore moved that the Resolution be adopted. The question was put by Mayor Riggs on the adoption of the motion and the roll being called, the following voted aye: Alderman Swaim, Parker, Moore, Spoon. Dodd. and Sagely. And the following voted xiay: none. The Mayor thereupon declared the Resolution adopted and sigied the Resolution, which was attested by the City Clerk and impressed with the seal of the City. The Mayor thanked the Department heads, Cit}- Clerk-Treasurer, Barbie Curtis and former Mayor Gene Bell for all their help with getting the budget together. WHEREAS, Robert Johnson is the record owner of certain property located in the City of Van Buren, Crawford County, Arkansas, which is located at 205 South 14th, Van Buren, Arkansas;and WHEREAS, The structure which is presently located upon said property is in a deplorable state of disrepair, and the property is in such a condition that it constitutes a health and safety hazard to the citizens of Van Buren and especially to those living in that neighborhood;and, WHEREAS, That pursuant to Resolution No. 10-3-2005, this Council declared that the structure and conditions on the property were a nuisance and ordered the property to be cleaned up and the structure(s)removed within thirty(30)days;and WHEREAS, That Robert Johnson came before the Council and requested an extension of six (6) months to complete the removal, and the Council feels his request is reasonable. Mayor Riggs said he had two (2) things to bring before the Council. He said he had the Administrative Assistant. Vivian Mitchell looking into authorizing the Census Bureau to do a special census this year. Mayor Riggs said he felt there were at least 2000 to 2500 people more than what there was when the Iasi census was taken. The Mayor said he had estimated they would receive SI 30.000.00 more a year on turn hack by taking a special census. Mayor Riggs said with the Council's graces he would like to pursue with the special census. Mayor Riggs said the second thing he wanted to discuss was the Library building. 1It. said with Councils permission. atter the first of the year he would like to put the old Library up for sale and put the money on the new Library to fix the new Library the way it is supposed to be. Mayor Riggs said there were a couple of extra costs that had come up on the amount of money needed for the building. He said maybe the Street Department could do the demolition on the building to save money. Alderman Parker said the cost of construction had gone up with all the natural disasters. Alderman Spoon asked how much money they saved by having the property donated. Mayor Riggs said probably a lot. Mayor Riggs said they had the purchase of the land and the building in the bond issue. He said since the property was donated to the City they were able to add more space to the Library. Alderman Swaim said he would be in favor of both suggestions. Mayor Riggs said unless he hears any negative response he would go ahead with the idea of selling the old Library after the first of the year and using the money on the new Library. Mayor Riggs thanked Alderman Bill Swann and the Council for allowing him to go to China for surgery. He thanked the Council and the Department heads for being there and taking care of the City business. He thanked Vivian Mitchell. his Administrative Assistant, for taking care of everything for him while he was gone. He said he loved everyone and he would see everyone next year. The Mayor wished everyone a Merry Christmas. Alderman Spoon seconded bAderman Sk\•aim made a motion to adjourn. The Council followed with a unanimous vote.
