SPECIAL CALLED MEETING OF THE VAN BUREN CITY COUNCIL
A special called meeting of the City Council of the City of Van Buren,
Arkansas, met at 7:00 p.m. , on Monday, April 5, 1999, at City Hall . The meeting
was called to order by Mayor John Riggs, presiding officer. Council members
present were Alderman Parker, Barker, Spoon, Taylor, Moore and Swaim. City Clerk
Barbie Curtis was also present. This made a total of eight present. A quorum was
declared.
The Mayor ordered spread upon the minutes, the " NOTICE OF SPECIAL MEETING,
CERTIFICATE OF SERVICE OF NOTICE AND THE WAIVER OF REGULAR NOTICE OF AND CONSENT OF
SPECIAL MEETING. "

NOTICE OF SPECIAL MEETING TO THE CITY COUNCILMEN
OF THE CITY OF VAN BUREN, ARKANSAS
Notice is hereby given that a Special Meeting of the City Council of the City of Van
Buren, Arkansas, will be held at City Hall, at 7:00 P.M. on the 5th day of April, 1999,
for the following purpose:
1. To Consider appointment of City Attorney to fill
the unexpired term of Steve Peer who has been
elected as Municipal Judge.

CERTIFICATE OF SERVICE OF NOTICE
I, Barbie Curtis, the duly appointed, qualified and acting City Clerk-Treasurer of the
City of Van Buren, DO HEREBY CERTIFY that on the 5th day of April, 1999, I served a
true copy of the foregoing Notice of Special Meeting to each and every Councilman of
the City of Van Buren, Arkansas, by handing a copy to each, in the manner provided in
the By-Laws.

WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned City Councilmen of the City of Van Buren, Arkansas, do hereby
accept service of the NOTICE OF SPECIAL MEETING waiving any and all irregularities in
such Service and in such Notice and Consent agree that the said City Councilmen of the
City of Van Buren, Arkansas, shall meet at the time and place named in such Notice and
for the purpose stated therein.

The Mayor said the meeting was called to appoint a City Attorney for the City
of Van Buren. The Mayor read the resignation of City Attorney Steven Peer.
Attorney Peer was elected to serve as the Municipal Judge of Crawford County as of
April 2, 1999. Motion was made by Alderman Taylor and seconded by Alderman Swaim
to accept his resignation as City Attorney. The Council followed with a unanimous
vote.
The Mayor asked if there was any one who was interested in the City Attorney
position other than Candice Settle and Marc McCune. The Mayor said there were two
different ways to handle this matter, one was to have each person speak in the
Council Meeting or to interview each of the individuals in an Executive Session.
The Mayor said his opinion was the latter. Mayor Riggs said he was going to leave
the decision up to the Council . Alderman Taylor seconded by Alderman Spoon made a
motion to go into Executive Session.
Alderman Swaim seconded by Alderman Taylor made a motion to reconvene. The
motion was followed with a unanimous vote from the Council.
The Mayor said it is a tough decision to make with two good people to choose
from. Alderman Taylor said of behalf on the Council members he said they were
thankful to have people with the fine qualities these two young folks have.
Alderman Parker seconded by Alderman Swaim made a motion to accept Candice Settle
to serve as the City Attorney. On roll call, the following vote resulted: Ayes -
Alderman Parker, Barker, Taylor, Moore, and Swaim. Alderman Spoon voted nay. The
Mayor announced the decision of Candice Settle to the City Attorney position.
Motion was made by Alderman Taylor and seconded by Alderman Swaim to adjourn.
The Council followed with a unanimous vote.
