We were privileged to open our second middle school, we got to drive on a completed Highway 59 Phase I, moved into our new fire station, and were able to complete an extensive street overlay program. As we continue to grow in the residential, industrial, and commercial areas, it is obviously the dedicated and loyal city employees who are the key link to a growing and successful community. Once again, I can wholeheartedly say Van Buren continues to be a leader and the envy of the state because of our department leadership and the many employees commmitted to serving our people. Volunteerism in Van Buren continued to increase in 1998 allowing our city to once again be selected as Volunteer Community of the Year. This is the ninth year our volunteer efforts have been recognized by the Governor's Office and the Department of Volunteerism. I commend those 7,923 volunteers whose efforts resulted this past year in 256,640 volunteer hours for whorthwhile community goals. Revenues for 1998 included interest income totalling $95,825.45 with Sales Tax proceeds totalling $2,125,183.75. Additional revenues were as follows: Privilege Licenses $101,167.50; Franchise Tax - $784,347.01; Inspection Fees - $91,373.56; Municipal Court Fines - $309,098.26. The 1998 Budget was $7,649,847.00 with expenditures totalling $6,520,836.00. PROGRESS IS OUR PROJECT 1998 STATE OF THE CITY REPORT PAGE 2 Thousands of tourists visit our city each year which is why our Hos italit continue to increase, totallingp y Tax Receipts $323,045.00 for 1998 which is almost $100,000 more than 1997. The number of visitors signing the guest register at the Chamber which is about 10% of our total visitors. Our guests from other countries included Brazil, France, Norway, Japan, Peru and Switzerland. al train senger the Springdale and Van Buren runs were 16,435. A special tthank you iss in ord fer fr or the Station Masters who volunteered 2,000 hours, answering over 2,200 phone calls, handling over 7,200 requests for visitor information, and greeting the thousands of people who visited our city seeking information on Van Buren. Van Buren's manufacturing/processors industry has created 420 net newob of 8.8% over the previous year. 3 s. . .an increase Expansions of Law Office Information Systems (LOIS) and USA Truck are responsible for much of this growth. Simmons opened a new 62 square foot plant three months ago but is already expanding its operation to create 140 additional jobs. New jobs 140 generated in 1998 totalled 278 with 126 new businesses reported purchasing privilege licenses from the City Clerk's Office in 1998. The Municipal Auditorium Commission's firstear Y of existance ly developing ways to use the King Opera House and maximize its return top ent the cityprim. We are proud to announce an income of almost six thousand dollars at the end of ther. We applaud the Commission for their tireless efforts to promote and utilize Year. Buren's historical cornerstones. one of Van The Vision 2010 Steering Committee members have been meeting on a regular basis and aremaking steady progress. Study/Action teams consist of: Leadership Development, Highway 59 "Curb Appeal", Community Welcome Signs, Riverfront Development, Dr ennen Reserve Preservation, Tourism Development, Commercial/Retail Development, History Museum, Hmne Society, Cultural Coalition, Beautification and Landscaping, and Juvenile Detention Facility. These various teams have our admiration and gratitude and we thank them fo the valuable work they are doing in our community. r New building construction continued in 1998 at a constant rate. Permits were issued for 155 new dwellings with a value of $14,390,000. There were 19 permits issued f commercial constructions at a value of $5.3 million dollars. or new 1998 STATE OF THE CITY REPORT PAGE 3 The Northridge Middle School was completed in 1998 and was open for use in September. Also, construction of the new Post Office began last year and is scheduled to be completed and in use this year. Through the efforts of the City and Chamber, grants totalling $1,065,851 were received from Arkansas Economic Development Commission (AEDC) and Economic Development of Arkansas Fund Commission improvements in Industrial Park which has allowed SimmonsEDAFC) for infrastructure s to locate their new plant in this area. Extensive work has been done in the Street Department during 1998. Phase I of Highway 59 widening was completed. In November, bids were accepted to three lane Highway 59 from Rena Road to Old Uniontown Road which will be part of the Phase II Project.2 .5 million dollars has been designated by the Federal Highway Commission to five lane this same area in the next four to five years. Vista Hills Boulevard, Sherwood Drive, Dark Hollow, Lovers Lane, Bear Track, Amble-On-Lane, Fir Drive, North Hills Boulevard, Pointer Trail West, Cedar Creek Circle and Crestview were overlay projects funded through special legislation which was presented by Senator Morril Harriman. This Bill appropriated $1,250,000 of state monies for infrastructure improvements in the tornado area. Phase I of the Rudy Road Project was overlaid, curbed and guttered with sidewalk and drainage work from 28th Street and Rudy Road to Phillips Street. Park improvements included overlaying all parking lots, installing new playground equipment, resurfacing the tennis court by the Boys/Girls Club and increasing it to a full size basketball court. The city benefited from community service workers who donated a total of 1,832 days for a total of 14,656 man hours. We also replaced the old chain link dog kennel with a new animal shelter which provides protection from the weather for the animals. The Field of Dreams hosted the first regional baseball tournament to come to our city in 1998. During the week of the tournament, approximately $700,000 in revenue was brought into Van Buren. We also received a $120,000 grant from the Donald W. Reynolds Foundation for lights, a press box, concession stand and to complete the American Legion Field. We also hosted two Bambino District Tournaments in 1998 and have been told by Babe Ruth officials that we have an excellent chance for another regional tournament in the year 2000 and possibly the Babe Ruth World Series in 2002. We dedicated and named our football field in honor and memory of longtime volunteer, Ron Weisenfels. 1 . STATE OF THE CITY REPORT PAGE 4 The Van Buren Police Department continues to be one of the most qualified and respected agencies in our state. In 1998, numerous grants in the approximate amount of $162,131.00 resulted in growth and training opportunities as well as service community. Our to our patrol officers drove 288,666 miles in patrolling the city twenty-four hours a day. The three Code Enforcement/Animal Control Officers answered 6,806 calls, issuing 354 citations and 1,545 warning citations. Our 911 dispatchers handled 2,587 total calls during 1998 each of which were investigated. The two School Resource Officers have twelve schools and 5,500 students to serve. Among their duties, SRO counseled 199 students and supervised a very successful Explorer Program. The six member Criminal Investigation Division investigated 941 crimes and our two Narcotics Detectives investigated 155 complaints, clearing 102 cases. Our K-9 Unit conducted 90 searches while on routine patrol and was called to assist the SRO in the Van Buren and Alma School Districts with 400 locker and 60 vehicle searches. In 1998, Van Buren Police Department members logged 1,394 training hours certified by Arkansas Commission of Law Enforcement Standards and Training. Also, there were fourteen trained and certified Reserve Officers who volunteered 2,780 man hours to assist in the daily operation of our Police Department. The past year has also been a very busy year for the Fire Department. Chief Bobby Gilstrap retired at the end of the year after 27 years of service. Assistant Chief Dennis Gilstrap was promoted to take over the helms and provide new leadership as Chief in January of this year. A new fire station was constructed on Peevyhouse Road to replace the Rena Road station destroyed by the tornado. The cost of construction was $665,250.00 which was paid for with EDA, FEMA and insurance monies. The city purchased a new E-One 75 foot ladder truck for $416,101.00 which is capable of pumping 1,500 gallons of water per minute. The Department also purchased its first automatic external defibulator to be used by our EMTs and First Responders when called to assist EMS. In 1998 the Van Buren Fire Department responded to 263 fire calls, answered 234 calls to assist EMS and issued 499 burn permits. All firefighters are CPR certified and aggressively work to maintain training requirements to meet fire fighter standards. 1998 was a productive year for fire prevention. We worked with the National Fire Safety Council in obtaining Fire Prevention materials for schools. We are also close to completing our Fire Safety House which is being built by Van Buren firefighters with donated funds. Fire prevention speaks for itself in Van Buren with the number of fires 1998 STATE OF THE CITY REPORT PAGE 5 decreasing every year. The Fire Marshal works closely with the Building Department on plan review for fire and life safety code conformity in new constructions. Once again, I cannot complete this report without first thanking the people of Van Buren for allowing me to serve them as Mayor. 1998 was a very productive year, and it is going to be even more exciting to see Van Buren and our community continue to grow and prosper as we move into the Millennium. A special thank you to Senator Morril Harriman and former Representatives Ed Thicksten and John Hall for their tireless efforts and many hours they have dedicated to promote a better Van Buren. Once again I want to thank the 1998 Council members Bill Swaim, Dorvan Wiley, David Moore, Georgia Polk, Mike Pitchford and Bill Taylor for their assistance and leadership as they worked to make Van Buren a better place to live. I also look forward to working with new Council members Donna Parker, Rick Spoon and Jim Barker as well as veteran members Bill Swaim, David Moore, and Bill Taylor as we face future decisions and challenges in our city. Another key person I look forward to working with is our new Clerk/Treasurer, Barbie Curtis. With her knowledge and organizational skills, our Clerk's Department is moving in the right direction. We must continue to work hard and plan for the future of our great city, to lay the groundwork for positive, continued growth and progress to provide a better tomorrow for our children and grandchildren. Proverbs 16: 1 and 3 says, "We can make our plans, but the final outcome is in God's hands. Commit your work to the Lord, then it will succeed". I close this report by asking you for your continued prayers as I seek God's direction and wisdom, knowing that the final decision is in His hands. THF RLSOLMION WAS GIVEN THC NUW3ER T.-3 I:199 CITY OF VAN BUREN,ARKANSAS RESOLUTION NO. a3 -1999 A RESOLUTION EXTENDING THE TERM OF THE CITY'S LEASE WITH THE OLD TOWN MERCHANTS ASSOCIATION WHEREAS, By Resolution No. 4-1-1993,passed by the City Council on April 19, 1993, the real property owned by the City of Van Buren located on Main Street upon which public restrooms and other public facilities were to be constructed,(the legal description of which is set out in the Lease Agreement)was leased to the Old Town Merchants Association for a term of five (5)years with a renewal term of ten(10)years,which renewal was exercised by the Old Town Merchants Association; and, WHEREAS, The City of Van Buren and the Old Town Merchants Association both desire to extend the Lease beyond the current expiration date in order to better enable the Old Town Merchants Association to apply for funds for improvements to the property. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN ARKANSAS: SECTION 1: That the Lease existing between the City of Van Buren and the Old Town Merchants Association signed on April 19, 1993 leasing the City's real property located on Main Street, is hereby amended to extend the term of the Lease an additional twenty-five (25)years to the year 2033. At the end of that term, the Old Town Merchants Association shall have the option of renewing the Lease for an additional twenty-five years under the same procedure as set out in the Lease Agreement.
