ORD NO 01-1964 ORDINANCE NO. 11 -1964 An ordinance appropriating the dog license fee to the Sebastian County Humane Society and to give them the authority to enforce the Ordinance of the City of Van Duran, Arkansas and Statue of the State of Arkansas as they pertain to dcgs and other animals. WHEREAS, Humane Societies have been declared public organizations by the General assembly of the State of Arkansas have declared that the'appropriation of public funds for the use of such Humane Societies in the maintenance and operation of shelt..rs for strays, diseased, neglected and other animals and in the protection of the public from disease among such animals is a public use of such funds in the discharge of a government function, and WHEREAS, the need for the services of a humane society are greet and expensive, and WHEREAS, the Sebastian county Humane Society is milling to assume the task of caring for diseased, neglected and other animals and. in the protection of the public farm disease among such animals, and in enforcing laws roloting to said animals as provided by low, and WHEREAS, the money collected under the existing linccnsing ordinance should be collected and administrated by said society. NOW THEREFORE, DE IT C;DAINED DY THE CITY COUNCIL of the City of Von Buren, Arkansas: Section 1. That the Sebastian County Humane Society is hureby authorized and directed to collect the dog licenses and fees that are now or h„rcaftur authorized by ordinance of the City of Von Buren, and to render to said City of Von Buren, Arkansas, a yearly accounting of said license end fees collected, end said licenses and fees so collected will be to compensate the Humane Society for providing its services to the City of Van Duren, Arkansas. Section 2. That the Sebastian County Humane Society is authorized to carry out its duties and functions for and in the n name of the City of Van Buren, Arkansas. Section 3. That this ordinance shall become effective upon the acdeptance in writing by the Sebastian County Humane Society: Section 4. It is hereby aseurt ined and declared that there is immediate need, in order to protect the health and property of thc•inhabitants of the City from strays, diseased end neglected end other animals, therefore, an emergency exists and this ordinance is necessary for the prdservetion of the public peace; health and safety and shell take effect and be in force without delay from and after its passage.
