12 December 2013 Regular MINUTES OF THE VAN BUREN, ARKANSAS CITY COUNCIL MEETING DECEMBER 16, 2013 The City Council of the City of Van Buren, Arkansas met at 7:00 p.m. Monday, December 16, 2013 at Van Buren Municipal Complex. The meeting was called to order by Mayor Freeman. On roll call, the following Council members answered as their names were called: Alderman Ragsdale, Dodd, Sagely, Parker, Blake and Moore. City Clerk- Treasurer Barbie Curtis and City Attorney Candice Settle were present. This made a total of nine (9) present. A q uorum was declared. The invocation was given by Mr. David Lawson, Salvation Army Representative. Next, Mayor Freeman led the Pledge of Allegiance. On the agenda next, Mayor Freeman asked to adopt the minutes of the Council Meeting on November 18, 2013. Alderman Dodd made a motion to approve the minutes. Alderman Ragsdale seconded the motion. On the roll call, the following Council members voted aye: Alderman Ragsdale, Dodd, Sagely, Parker, Blake and Moore. Next, Mayor Freeman asked to adopt the minutes from the special Council meeting on December 2, 2013. Alderman Ragsdale made a motion to approve the minutes. Alderman Parker seconded the motion. On roll call, the following Council members voted aye: Alderman Ragsdale, Dodd, Sagely, Parker, Blake and Moore. The following voted nay: none. On the agenda next was to consider A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A JOINT CONTRACT WITH THE VAN BUREN CHAMBER OF COMMERCE AND PROVIDE FINANCIAL ASSISTANCE FOR A COMMUNITY ECONOMIC ASSESSMENT. The City Clerk read the Resolution in its entirety. Mayor Freeman asked if there was any discussion. There was none. Alderman Parker seconded by Alderman Ragsdale moved that the Resolution be adopted. On the Clerk's calling the roll, the following vote resulted: Ayes Alderman Ragsdale, Dodd, Sagely, Parker, Blake and Moore. Nays none. The Mayor thereupon declared the Resolution adopted and signed the Resolution, which was attested by the City Clerk and impressed with the seal of the City. THE RESOLUTION WAS GIVEN THE NUMBER 12 -1 -2013 CITY OF VAN BUREN, ARKANSAS RESOLUTION NO. LL- I 2013 BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS, A RESOLUTION TO BE ENTITLED: A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A JOINT CONTRACT WITH THE VAN BUREN CHAMBER OF COMMERCE AND PROVIDE FINANCIAL ASSISTANCE FOR A COMMUNITY ECONOMIC ASSESSMENT WHEREAS, the City of Van Buren, Arkansas recognizes the need for regional economic development cooperation; and WHEREAS, the City of Van Buren and the Van Buren Chamber of Commerce wish to contract with The Institute for Economic Advancement at UALR to develop and conduct a Community Economic Assessment for both the county and city of Van Buren to measure community economic activity and readiness for many efforts in economic development, including strategic planning and business development; and WHEREAS, funding is necessary for the study and the Chamber of Commerce and the City of Van Buren wish to share equally in the cost. NOW, THEREFORE, BE IT RESOLVED BY 1RE CITY COUNCIL OF VAN BUREN, ARKANSAS, THAT: SECTION 1. The City of Van Buren, Arkansas fully supports the Van Buren Chamber of Commerce and wishes to support the economic assessment. SECTION 2. The Mayor of the City of Van Buren, Arkansas is hereby authorized and directed to sign all documents to effectuate this resolution and to make payment in the amount of $2,500.00 as the city's equal share of said study. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF VAN BUREN, ARKANSAS, THAT: SECTION 1: The 2014 Proposed Expenditures of 12,077,709.00 (Twelve Million, Seventy-Seven Thousand, Seven Hundred Nine and No Cents) is hereby appropriated and a copy of said Budget is attached hereto and made a part hereof. SECTION 2: The appropriations made herein include additional pay for Holidays for all agents, servants and employees of the City of Van Buren including, but not limited to, uniformed employees, as provided for by the laws of the State of Arkansas. The City Clerk read the Ordinance in its entirety. Alderman Parker moved that the rules be suspended and the Ordinance be placed on its second reading. The motion was seconded by Alderman Ragsdale. The council followed with a unanimous vote. The Clerk then read the Ordinance the second time. Alderman Sagely moved that the rules be further suspended and the Ordinance placed on the third and final reading. The motion was seconded by Alderman Dodd. The council followed with a unanimous vote. The clerk then read the Ordinance the third and final time. The Mayor then put the question, "Shall the Ordinance pass Motion was made by Alderman Ragsdale and seconded by Alderman Dodd to adopt the Ordinance. On the Clerk's calling the roll, the following vote resulted: Ayes Alderman Ragsdale, Dodd, Sagely, Parker, Blake, and Moore. The Mayor declared the motion carried as there were six (6) ayes and (0) nays. Four (4) votes being necessary for passage. The Mayor then declared the Ordinance passed and signed same in open Council, duly attested by the City Clerk. THE ORDINANCE WAS GIVEN THE NUMBER 16 -2013 CITY OF VAN BUREN, ARKANSAS ORDINANCE NO. 16 2013 BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS, AN ORDINANCE TO BE ENTITLED. AN ORDINANCE SETTING THE SALARIES OF THE MAYOR, CITY CLERK TREASURER, CITY ATTORNEY AND DISTRICT COURT JUDGE. WHEREAS, the Van Buren City Council desires to grant a cost of living increase for the Mayor, City Clerk- Treasurer, City Attorney and set the City's share of the salary of the District Court Judge, which would be reflected on the city payroll for January 15, 2014. NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS, THAT: SECTION 1: Beginning on the first day of January 2014, the salary of the Mayor, City Clerk- Treasurer and City Attorney shall be as follows: MAYOR $63,489.71 CITY CLERK TREASURER $46,971.68 CITY ATTORNEY $12,500.00 SECTION 2: Beginning on the first day of January 2014, the City's share of the District Court Judge's salary to be submitted to the State of Arkansas Department of Finance and Administration shall be as follows: DISTRICT COURT JUDGE $27,551.90 IN WITNESS WHEREOF, the City of Van Buren, Arkansas, by its City Council, did pass, approve, and adopt, by a vote of 6 for and 0 taint, the foregoing Ordinance at its regular meeting held on the 16 day of December 2013 Robert D. There being no further questions or changes, the reports were filed as submitted. Next on the agenda was Miscellaneous and General Discussion. The council had a request to close surrounding streets from Van Buren Boys Girls Club, during their annual 5K event. "Life is an Uphill Run" 5K race will be held on May 3, 2014. The race will begin and end at the Boys Girls Club in the Van Buren City Park. Motion was made by Alderman Ragsdale and seconded by Alderman Dodd. The Council followed with a unanimous vote. Mayor Freeman announced the Council meetings for January 2014 and February 2014 would need to be moved to the fourth Mondays due to Holidays; January 27, 2014 and February 24, 2014. Alderman Parker commented that the Street Department did a "Great Job" on handling the ice and debris clean-up during the winter weather storm. There being no further business, motion was made by Alderman Parker and seconded by Alderman Dodd to adjourn. The Council followed with a unanimous vote.
