Notice is hereby given that a Special Meeting of the City Council of the City of Van Buren,
Arkansas will be held at the Municipal Complex at 7:00 P.M. on December 2, 2013, for the
following purposes:
1. 2014 Budget Discussion.

WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING
We the undersigned City Councilmen of the City of Van Buren, Arkansas, do hereby accept
service of the NOTICE OF SPECIAL MEETING, waiving any and all irregularities in such
service and in such Notice and Consent agree that the said City Councilmen of the City of Van
Buren, Arkansas, shall meet at the time and place named in such Notice and for the purposes
stated therein.

MINUTES OF THE VAN BUREN, ARKANSAS
SPECIAL CITY COUNCIL MEETING
HELD DECEMBER 2, 2013
A special called meeting of the City Council of the City of Van Buren, Arkansas met at
7:00 p.m., on Monday, December 2, 2013 at City Hall. The meeting was called to order by
Mayor Freeman. Council members present were Alderman Parker, Blake, Moore, Ragsdale, Dodd, and
Sagely. City Clerk- Treasurer Barbie Curtis and City Attorney Candice Settle were also present. This
made a total of nine (9) present. A quorum was declared.
The Mayor ordered spread upon the minutes, the "NOTICE OF SPECIAL MEETING
AND WAIVER OF REGULAR NOTICE OF AND CONSENT TO SPECIAL MEETING."
Mayor Freeman then went into budget discussion. He went over the city's revenues line
by line. He is looking at an 1 1/2 raise across the board except for the City Attorney, he wants to
change her to 12,500.00. That is the COLA announced by the Federal Government for this year.
There is an increase in the anticipated sales tax revenues.
Next the Mayor went over the expenditures. There is not an increase in our health
insurance at this point, however the next review period by the Municipal Health Benefit Board
will be in June 2014. The Mayor said there are budgeted funds for three new firemen. We have
hired six over the past three years with the SAFER grants. We will look at hiring at least two
more as the revenues become clearer during the early year. I have also included increases for the
operations of the new fire station and pumper when they come online at the end of spring.
I have added one additional policeman in the budget to be used as security on the front
door of the Municipal Complex. The scanner is already on hand and waiting for installation. The
Mayor answered questions from the council. There were no decisions made during this meeting.
There being no further business, motion was made by Alderman Parker seconded by
Alderman Ragsdale to adjourn. The Council followed with a unanimous vote. The meeting was
adjourned.
