ORD NO 06-1970 ORDINANCE NO. 6 -1970 An Ordinance adupting a pulicy un the purchase and sale or exchange of personal property by the City of Van Buren, Arkansas. BE IT URDi',INED BY THE CITY COUNCIL OF THE CITY LE V,1N BUREN, ,RK,PJSRS: Section 1. The Mayor ur his duly authurized representative shall have the exclusive power and responsibility of making purchases of all supplies, apparatus, equipment and materials, and contract for services for the city where the total expenditure therefore is below the sum of One Thousand Dollars. Section 2. Where the amount uf expenditure for any purchase or contract exceeds the sum of One Thousand Dollars, the Mayor or his duly authorized representative shall invite the competitive bids 4`. thuroun by legal advertisement in any local newspaper Bids received pu :want to said advertisement shall be opened and read on the date sat for receiving said bids, in the presence of the Mayor or his duly authorized representative. The ccntract shall be awarded to the lowest responsible bidder; provided, however, the Mayor or his duly authorized representative may reject any and all bids. Section 3. The Mayor ur his duly authorized representative may sell or exchange any municipal supplies, materials, or equipment without competitive bidding if such supplies, materials ur equipment havu a value uf One Thousand Dollars Lr less. No supplies, materials or equipment shall bo sold withuut receiving competitive bids therefore if the value therefore exceeds the sum of One Thousand dollars. Section 4. The Mayer or his duly authorized representative may waive the right of competitive bidding in exceptional situations where such procedure is deemed nut feasible or practical. The Ma ur his duly authorized representative shall, in such case state in writing on the bill or contract his reason for waiving said competitive bidding. 2 Section 5. This Ordinance being immediately necessary to sot up purchasing and sales policies of the City of Van Buren, Arkansas and necessary in providing for the immediate preservation of public peace, health, and safety, an emergency is declared to exist and this Ordinance shall be and take effect and be in Cf force after its passage.
