ORDINANCE NO. l 2013
BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS
AN ORDINANCE TO BE ENTITLED:
AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND
AUTHORIZE AN AGREEMENT WITH THE CRAWFORD
COUNTY ASSESSOR FOR AERIAL PHOTOGRAPHY AND
MAPPING, FOR THE APPROPRIATION OF FUNDS, AND FOR
OTHER PURPOSES.
WHEREAS, the City of Van Buren is in need of up to date and accurate aerial mapping and high
resolution imagery to assist in long term city planning, emergency planning, and
economic planning; and
WHEREAS, the City of Van Buren has previously partnered with the Crawford County Assessor for
aerial photography and mapping services using Pictometry International, Inc.; and
WHEREAS, the attached proposal from the Crawford County Assessor using Pictometry International,
Inc., is for updated aerial photography and mapping for Crawford County to include Van
Buren's corporate city limits and its planning area; and
WHEREAS, the City Council has determined, pursuant to A.C.A. 14- 58- 303(b)(2)(B) that
exceptional circumstances exist which render the competitive bidding process to not be
practical or feasible.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF
THE CITY OF VAN BUREN, ARKANSAS, THAT:

SECTION 1: The City Council in accordance with the terms of A.C.A. §14-58-303(b)(2)(B), hereby
waives the requirement of competitive bidding in this particular case as such procedure is
not deemed feasible or practical and authorizes and directs the Mayor to enter into an
agreement with the Crawford County Assessor for the above described services.
SECTION 2: The Mayor is authorized to expend $30,000.00 to be paid in three yearly installments of
$10,000.00 for this mapping project, by the City Council for the City of Van Buren, and
to execute all documents, contracts, and agreements necessary to effectuate this
Ordinance.

RE: Pictometry Flyover -2013
The Assessor's Office is looking at obtaining an updated Flyover which is anticipated to be between the
end of this year or early 2014. To accomplish this, it will cost approximately $89,000.
We decided that adding Change Finder capability will not be beneficial at this time because our
Appraisers have already picked up most of the Newly Discovered Properties since the March 2011
Flyover. However, it will be advantageous to both county and cities to add Building Footprints with this
upcoming Flyover. Not only will it give us a head -start on creating a layer that can be used to lower the
cost for Change Finder for a future flight, but it will still help us find additional improvements not found
in the last assessment. County -wide coverage will cost an additional $13,020.
The Pictometry Contract is to be paid in three (3) installments over a three (3) year period. Alma has
committed to $3,000 /year or $9,000. They do not think their city would benefit from the Footprints.
The initial $66,000 Contract was flown in March 2011, of which Van Buren graciously contributed
$5,000 /year or $15,000. Van Buren Parcel count is 9,439 City and 6,356 Out. We are asking that the
City increase their contribution to $10,000 for the upcoming Flyover. In addition, if you believe that
the Footprints and future Change Finder capability would benefit Van Buren, we ask that you take into
consideration helping pay the additional Footprint cost.
If you feel that we need to discuss this further or meet with Mayor Freeman before making your
decision, I will be happy to do that. Coordinate with Tommy McClain on what you would like to do.
