ORD NO 01-1974 Pit:DI:NANCE NO. 171974 AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY THE OWNERS OF EACH OF THE SEVERAL. BLOCKS, LOTS AND PARCELS OF LAND WITH- IN SEWER IMPROVEMENT DISTRICT NO ES -1 OF THE CITY OF VAN BUREN, ARKANSAS WHEREAS, a majority in value of the property holders owning property adjoining the locality to be affected and situated in Sewer Improvement District No. ES -1 of the City of Van Buren, Arkansas, organized for the purpose of constructing a system of sewers for the use of the inhabitants of said District; and to dispose of the sewage by connections with sewer mains here- tofore constructed, either within or beyond the limits of the District, all to be Located and constructed in the places and in the manner and of the materials that the Commissioners for the said District shll deem for the best interest of the District, have petitioned the City Council of the City of Van Buren for the construction of said improvements, and that the costs thereof shall be assessed upon the real property in said District according to the benefits received; and WHEREAS, said benefits received from each and every block, lot and parcel of real property situated in said District equal or exceeds the local assessment thereon; and WHEREAS, t he estimated cost of said improvement is now found to be the sum of $461 to apply on which the District has Federal grants and other moneys in the sum of 186,200.00 leaving a cost to the District in the sum of 21_5 I00.09 Lo be assessed and charged upon the real property of the District according to the benefits received; and the assessed benefits amount to y`�R.._put NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS: Section 1. That the several blocks, lots, and parcels of real property in said Sewer Improvement District No. ES -1 be, and they are hereby, assessed according to the assessment list as the same now remains in the office of the City Clerk of the City of Van Buren, Arkansas, and that the same may be annually readjusted by the Board of Assessors and that five per cent 5 of said assessment of the value of benefits to each of the said blocks, lots and parcels of land shall be collected by the County Collector with the first install- ment of general taxes becoming due in 1974 and annually there- after with the first installment of general taxes until the whole of said assessment shall have been paid, provided, how- ever, that after the payment of the initial assessment in 1974,:;' a the annual assessment may be paid in quarterly installments, along with the quarterly installments of ad valorem taxes at pe the election of the tax payer. 4 Section 2.
