A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS; APPROVING
THE AMENDED COMMUNITY DEVELOPMENT PROGRAM AND FILING OF AN AMENDATORY APPLICATION
FOR FINANCIAL ASSISTANCE.
WHEREAS, there has been prepared and referred to the City Council of Van Buren,
(herein called the "Governing Body for review and approval, an amendment
to the Community Development Program, previously dated January 12, 1976.
WHEREAS, the City Planning Commission, which is the duly designated and acting
official planning body for the locality has reviewed the amended Community Develop-
ment Program Plan and has certified that the Community Development Program Plan
conforms to the general plan for the locality as a whole, and the Governing Body
has duly considered the report recommendations, and certification of the planning
body; and
WHEREAS, the Governing Body is cognizant of the conditions that are imposed in
the undertaking and carrying out of the Community Development Activities; and
WHEREAS, it is desirable and in the public interest that the Urban Renewal Agency
of the City of Van Buren (herein called the "Local Public Agency undertake
and carry out the Community Development Program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN,
ARKANSAS:
1.
That it possesses legal authority to apply for the grant, and to execute the
proposed program; that a resolution motion or similar action has been duly adopted
or passed as an official act of the applicants' governing body, authorizing the
filing of the amendatory application, including all understandings and assurances
contained therein, and directing and designating the applicants' chief executive
officer as the authorized representative of the applicant to act in connection
with the application and to provide such additional information as may be required.
IT.
That the Governing Body and Local Public Agency has provided citizens with adequate
information concerning the amount of funds available for proposed community
development and housing activities, the range of activities that may be undertaken,
and other important program requirements.
That the Governing Body and Local. Public Agency has held two public hearings to
obtain the views of citizens on community development and housing needs.

That the Governing body and Local Public Agency has provided citizens an adequate
opportunity to participate in the development of the amendments.

That the amended community development program gives maximum feasible priority
to activities which will benefit low or moderate income families or aid in the
prevention or elimination of slums or blight.
VI.
That the amended community development program contains activities designed to
meet other community development needs having a particular urgency which are
specifically identified and described in the Governing Body and Local Public
Agency's community development plan summary and community development program.
VII.
That all assurances included in Resolution 1 -1 -76 are still in force and are
applicable to the amended community development program.
VIII.
That the Mayor of the City of Van Buren is authorized to sign all assurances
with respect to the Community Development Program Application; and
IX.
That the Urban Renewal Commission of the City of Van Buren, a Local Public Agency,
is hereby designated to conduct the Community Development Program for the
City of Van Buren; and
X.
That the Urban Renewal Agency will cooperate with all other agencies of the City
in undertaking the Community Development Program; and
XI.
That the amendatory application for financial assistance including all
understandings and assurances are hereby authorized to be filed with the Secretary
of the Department of Housing and Urban Development; and
XII.
That the Mayor is hereby designated as the authorized representative of the
City of Van Buren for the Community Development Program and is authorized to act
in connection with the application and to provide such additional information as
may be requried.
