RES NO 06-02-2013 CITY OF VAN BUREN, ARKANSAS RESOLUTION NO. (o 2,- 2013 BE IT ENACTED BY TI -IE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS, A RESOLUTION TO BE ENTITLED: A RESOLUTION ACCEPTING THE BID OF TNT, INC. FOR THE 16 STREET AND POINTER TRAIL TRAFFIC SIGNALIZATION AND IMPROVEMENT PROJECT, AND FOR OTHER PURPOSES. WHEREAS, McClelland Consulting Engineers, Inc. acting on behalf of the City of Van Buren has advertised for bids for the 16 Street and Pointer Trail Traffic Signalization and Improvement Project; and WHEREAS, bids have been received and opened in accordance with Arkansas law and TNT, Inc. was the lowest bidder meeting the bid specifications; and WHEREAS, the City of Van Buren has determined that the bid of 624,956.01, is the best bid. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF VAN BUREN, ARKANSAS, THAT: SECTION 1: The City of Van Buren, Arkansas accepts the bid of 624,956.01 as submitted by TNT, Inc. as set forth in "Exhibit A" attached hereto. SECTION 2: The Mayor is further authorized to enter into an agreement with an appropriate financial institution in order to finance payment of this project, pursuant to AMENDMENT 78, SECTION 2 OF THE CONSTITUTION OF THE STATE OF ARKANSAS and ARK. CODE ANN. 14 -78 -103. SECTION 3: The Mayor and City Clerk are hereby authorized by the City Council for the City of Van Buren to pay all expenses relating to the project and to execute all documents necessary to effectuate the agreement. We opened bids today, Monday 17th June, 2013 and that there were four qualified Contractors who submitted a bid; so participation was good. The low bidder for the project was T -N -T, Inc. of Van Buren, Arkansas. Their unit price bid was for: o Project Total Bid $624,956.01 The Engineer's final cost estimate for the project, including 15% contingencies, was $676,362.73. Given that T -N -T, Inc. were the low bidder for the project, based on MCE's direct knowledge of their abilities combined with positive feedback from other references within the River Valley area and further, as substantiated within the supporting documentation that accompanied their bid that they have undertaken projects of a similar nature, we recommend award of the construction contract to them for the base bid amount of $624,956.01.
