AN ORDINANCE ENTITLED: AN ORDINANCE TO AMEND ORDINANCE NO. 20 -1977,
(FLOOD DAMAGE PREVENTION ORDINANCE) TO ADOPT MODIFIED FLOOD ELEVATIONS
AS OF OCTOBER 27, 1981.
WHEREAS, The Federal Emergency Management Agency (FEMA) has
modified flood elevation determinations affecting the
Flood Insurance Rate Map (FIRM), Flood Boundary and
Floodway Map (FBFM), and Flood Insurance Study (FIS)
for the City of Van Buren, Crawford County, Arkansas;
and,
WHEREAS, The modified flood elevations have been given an effec-
tive date of October 27, 1981, by FEMA,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF VAN
BUREN, ARKANSAS:
Section 1. THAT, Section B of Article 3, "General Provisions of
Ordinance No. 20 -1977, is hereby revised as follows:
"SECTION B. BASIS FOR ESTABLISHING THE AREAS OF SPECIAL
FLOOD HAZARD.
The areas of special flood hazard identified by the Federal
Insurance Administration in a scientific and engineering
report entitled "The Flood Insurance Study for Van Buren,
Arkansas," dated October, 1981, with accompanying Flood
Insurance Rate Maps and Flood Hazard Boundary Floodway
Maps and any revision thereto are hereby adopted by re-
ference and declared to be a part of this Ordinance."
Section 2. THAT this Ordinance being immediately necessary to allow
our people to maintain Federal Flood Control Insurance and
necessary in providing for the immediate preservation of
the Public Peace, Health and Safety, an emergency is declared
to exist and this Ordinance shall be, take effect and be in
force after its passage and publication.

On March 6, 1981, you received notification of proposed modified flood elevation
determinations affecting the Flood Insurance Rate Map (FIRM), Flood Boundary and
Floodway Map (FBFM), and Flood Insurance Study (FIS) for the City of Van Buren,
Crawford County, Arkansas. The 90 -day appeals period that was initiated on
March 25, 1981, when the Federal Insurance Administrator published a notification
of proposed modification of the base, (100 -year) flood elevations for the City of
Van Buren, in the Press Argus, has elapsed.

used for all new policies and renewals.
The modifications are pursuant to Section 206 of the Flood Disaster Protection
Act of 1973 (P.L. 93 -234) and are in accordance with the National Flood Insurance
Act of 1968, as amended, (Title XIII of the Housing and Urban Development Act of
1968, P.L. 90 -448) 42 U.S.C. 4001 -4128 and 44 CFR Part 65.
The Administrator has developed criteria for flood plain management as required
under the above mentioned Acts of 1968 and 1973. As a condition of continued
eligibility in the National Flood Insurance Program (NFIP), your community must
remain in compliance with Section 60.3(d) of the NFIP regulations by amending or
supplementing the existin. flood 'lain management measures in force to reflect

second layer of insurance on existing buildings and their contents.
Communities that fail to enact the necessary flood plain management regulations
will be suspended from participation in the program and subject to prohibitions
contained in Section 202(a) of the 1973 Act as amended.
