RES NO 07-02-1989 CITY OF VAN BUREN, r ARKANSAS RESOLUTION NO. 0/ -1989 A RESOLUTION SETTING A PUBLIC HEARING DATE FOR A VARIANCE FROM THE FLOOD DAMAGE PREVENTION REGULATORY CODE (ORDINANCE NO. 7 -1987) FOR AN ADDITION TO A WAREHOUSE IN THE SOUTHEAST QUARTER (SEA) OF THE NORTHWEST QUARTER (NWA) OF SECTION 30, TOWNSHIP 9 NORTH, RANGE 31 WEST, CRAWFORD COUNTY, ARKANSAS. WHEREAS, James E. Neely, Architect, agent for Allen Canning Company, has requested a variance from the Flood Damage Prevention Code to have a finished floor elevation of 409.5 m.s.l. instead of the 413 m.s.1. elevation recommended by the Flood Ordinance; and WHEREAS, The City Council, acting under the authority of Ordinance No. 7 -1987, has the authority to grant such a variance: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS: THAT, A Public Hearing is set for August 21, 1989, at 7:00 P.M. at which time said request shall be pre- sented to the City Council and this Council will determine at that time whether such variance shall be granted. THAT, The City Clerk of Van Buren, Arkansas, is hereby directed to give notice by publication once a week for two weeks in some newspaper published in Craw- ford County advising the property owners affected that on said date and time that the City Council will hear said request. Warehouse expansion for Allen Canning Co. Dear Mayor Bell; As instructed by the City Attorney, I am submitting this letter of request for a variance from the Flood Damage Prevention Regulatory Code (Ordinance No. 7- 1987). As Architect of record for the above referenced job, and as agent acting on behalf of the owners of Allen Canning Co., I would like to request a variance from Article 5; Section B -2 of the ordinance, to do the following. Construct an 60,000 Sq. Ft. standard pre- engineered metal addition to the existing warehouse, with a finished floor elevation at 409.5 m.s.l. instead of the 413 m.s.l. elevation recommended by the flood ordinance. (which is one foot above the 500 year flood plane line of 412 m.s.l. The proposed addition would be attaching to an existing warehouse which as a floor elevation of 408.5 m.s.1.. To raise the floor level of the new addition to the recommended 413 elevation would mean,the floor level of the new addition would be 3' -6" higher than the existing floor level. To construct a watertight building or to raise the floor level to the recommended 413 elevation would cause a hardship on the owner, not only from a construction cost standpoint, but would necessitate approx. 40 foot long ramps inside the existing building to access the addition. We can see no adverse affect to surrounding areas, if our request for a variance is granted. However, with an 60,000 Sq. Ft. building that has an elevated floor level or that is watertight, there would be a displacement of approx. 27.0,000 cubic feet of water at flood stage. we this would contribute to raising water levels at surrounding areas. page 1 0 If you have further questions, please call Thank you for your time.
