BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION AUTHORIZING THE MAYOR TO AMEND
THE CONTRACT FOR THE NORTHRIDGE DRIVE AND
PARK RIDGE DRIVE OVERLAY PROJECT.
WHEREAS, McKenzie Asphalt, LLC., was approved by the Van Buren City Council to start the
Northridge Drive and Park Ridge Drive Overlay Project, pursuant to Ark. Code Ann.
Section 19-11-801,and the Council further authorized the Mayor and City Clerk to enter
into an agreement with McKenzie Asphalt,LLC.,to provide those services;and
WHEREAS, an agreement with McKenzie Asphalt,LLC.,was entered into;and
WHEREAS, one change order in the amount of $39,459.93 to the initial agreement has been
submitted totaling$370,662.03.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF VAN BUREN,
ARKANSAS,THAT:
SECTION 1: The Mayor and City Clerk are hereby authorized to execute the change order not to
exceed$370,662.03 as set forth in Exhibit"A"hereto, and to pay all expenses relating to
this project in accordance with the change order and the original agreement.
IN WITNESS WHEREO ,the City of Van Buren,Arkansas,by its City Council,did pass,
approve, and adopt,by a vote of for and against,the foregoing Resolution at its regular
meeting held on the 24'day of August 6. D

A RESOLUTION ACCEPTING THE BID OF MCKENZIE
ASPHALT, LLC., FOR THE NORTHRIDGE DRIVE AND
PARK RIDGE DRIVE OVERLAY PROJECTS; AND FOR
OTHER PURPOSES.
WHEREAS, the City of Van Buren has advertised bids for the Northridge Drive and Park
Ridge Drive Overlay Projects through Neal Morrison Consulting, LLC.; and
WHEREAS, bids have been received and opened in accordance with Arkansas law and
McKenzie Asphalt, LLC., is the lowest bidder meeting the bid specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF VAN
BUREN, ARKANSAS,THAT:
SECTION 1: The City of Van Buren, Arkansas accepts the bid of $331,222.10, for the
Northridge Drive and Park Ridge Drive Overlay Projects, as set forth in
"Exhibit A" attached hereto.
SECTION 2: The Mayor and City Clerk are hereby authorized by the City Council for
the City of Van Buren to pay all drainage improvement expenses,not to exceed
the amounts of the low bids submitted, as set forth in "Exhibit A" attached
hereto.

Dear John,
Attached, please find a copy of the certified bid tabulation for the subject project for the bid
opening that was conducted April 23, 2026. The low bidder has been verified to be McKenzie
Asphalt, LLC of Muldrow, Oklahoma with a bid of$331,222.10. Based on a review of this
company's qualifications, I recommend that the City accept the low bid and award the contract to
Mckenzie Asphalt, LLC.
Upon acceptance of the bid by the City Council, executable copies of the project manual will be
forwarded to the Contractor with a request that they sign the agreement and obtain bonds and
insurance certificates. When they return the documents, the Mayor will sign the contract
agreement on behalf ofthe City and we will proceed with the project.
