BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION TO AMEND RESOLUTION 2-5-26,
AUTHORIZING ENGINEERING SERVICES WITH HAWKINS-
WEIR ENGINEERS, INC., FOR THE BOATWRIGHT
DRAINAGE IMPROVEMENTS PHASE 2.
WHEREAS, Pursuant to Resolution 2-5-2026, the Van Buren City Council authorized the Mayor to
enter into an agreement with Hawkins-Weir Engineers, Inc., for the Boatwright Drainage
Improvements Phase 2 for the amount totaling 46,400.00; and
WHEREAS, Amendment No. 1 to the initial agreement has been submitted for a new total cost of
$105,950.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
VAN BUREN,ARKANSAS,THAT:
SECTION 1: The Mayor is hereby authorized to pay Hawkins-Weir Engineers, Inc., $105,950.00 for
engineering services, as set forth in Exhibit"A" hereto, for engineering expenses relating
to the Boatwright Drainage Improvements Phase.
IN WITNESS WHERE , the City f Van Buren, Arkansas, by its City Council, did pass,
approve, and adopt, by a vote of for and�gainst,the foregoing Resolution at its regular meeting
held on the 271H day of July 2026.

Dear Mayor Hurst:
We respectively request an Amendment to our Agreement for Professional Services, dated
February 9,2026,for the referenced project. The purpose of this Amendment is for Additional Services
associated with adding Construction Phase Services. A detailed scope of our proposed engineering
services is enclosed included in Amendment No. 1.
We propose an increase of$59,550.00 to our contractual not to exceed(NTE)fee and propose
to continue to bill the City of Van Buren in accordance with our current Standard Hourly Billing Rate
Schedule. If this Amendment is approved, our NTE fee will increase from $46,400.00 to$105,960.00,
plus subconsultant fees and reimbursable expenses.
If our proposed Amendment is acceptable to the City of Van Buren, please sign and return a
copy of the enclosed Amendment No. 1 for our permanent records.

AMENDMENT NO. 1
For
PROFESSIONAL ENGINEERING SERVICES
With
HAWKINS-WEIR ENGINEERS,INC.
VAN BUREN,ARKANSAS
In accordance with the AGREEMENT for PROFESSIONAL SERVICES for the Boatwright Drainage
Improvements Phase 2, Project No. 2026011, dated February 9, 2026, between the City of Van Buren,
Arkansas (hereinafter called Owner) and Hawkins-Weir Engineers, Inc. (hereinafter called Engineer),
Owner hereby authorizes Engineer to proceed with the following services:
SECTION 1—SCOPE OF SERVICES
1.1 Amendment No. 1 defines additional engineering services under the Agreement associated with
the Owner's project, Boatwright Drainage Improvements Phase 2. Additional Services include the
following items:
1. Conduct Pre-Construction Conference
2. Submittal Review
3. Periodic Construction Observation
4. Prepare Monthly Payment Requests
5. Conduct Final Inspection
6. Prepare Contract Closeout Documents
SECTION 2—TIME OF SERVICE
2.1 The scope of services as defined above is based on a contract construction period of 150 calendar
days for the Owner's project, Boatwright Drainage Improvements Phase 2, generally to include periodic
inspection based on an estimated 20 hours of Inspection time per week over the contract construction period
plus Construction Phase Services performed by the Project Engineer. Construction observation services
under this contract amendment are based on construction being continuous throughout the construction
period. Engineer will proceed with providing the services set forth herein immediately upon execution of
this Amendment No. 1 by all parties.

SECTION 3—COMPENSATION
3.1 Owner shall compensate Engineer for providing the services set forth herein in accordance with the
terms of the Agreement. Total payment for the Scope of Services described herein shall not exceed Fifty
Nine Thousand Five Hundred Fifty and 00/100 Dollars ($59 550 00) without written approval of Owner.
These Additional Services adjust the Agreement's not to exceed fee to$105,950.00.
